Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for storeroom operations of ordering, maintaining inventory, issuing, reverse issuing, transferring, creating & deleting purchase requisitions, creating & deleting shopping carts, receiving materials & supplies, & the distribution of commodities which are warehoused in storage for a County Maintenance Office of the Pennsylvania Department of Transportation. Maintains accurate records of all transactions completed. Ensures all transactions are completed in accordance with current Department procedures & policies. Maintains inventory levels of storeroom commodities based on need, turn-over rates, on-hand quantities, low stock notices, historical usage, and planned activity requiring specific material or other means to assure the commodities are available when needed. This includes Storeroom items which may be stored in locations other than the storeroom (for example tires, anti-freeze, oils, etc.) Conducts weekly self-motivated on-hand inventory audits & receives monthly SAP District Office inventory audits to assure SAP inventory quantities are verified with actual on-hand inventory quantities. When differences between SAP inventory quantities & actual on-hand inventory quantities exist, the imbalances need to be rectified or the quantities adjusted by completing the required documentation necessary to correct, adjust, or provide an explanation for appropriate corrective action as required. Conducts random spot checks of inventory items stored in the storeroom and assures there are no variances between SAP inventory quantities and actual on-hand inventory quantities. Maintains a file documenting all self-motivated on-hand inventory audits. The employee is responsible for transferring materials from one stockpile to another within Lackawanna County & transferring materials from one SAP plant to another SAP plant through the use of various SAP transactions. Researches materials available from in-house sources & out-sources by maintaining contract files for materials available from the PENNDOT Equipment Division Warehouse, CSR Materials, SRM Materials & other available sources. Prepare & process purchase requisitions & shopping carts for equipment, equipment repair parts, office supplies & other requests on a daily basis. Maintains a tracking log of purchase orders generated from purchase requisitions & shopping carts for the storeroom & calls vendors when the orders are not timely delivered in order to determine the status of the purchase order. Inspects materials which were ordered & are being delivered to assure conformance to that which was requisitioned. All non-conforming, defective, or damaged shipments are immediately addressed with the vendor & Purchasing Agent/Roadway Programs Technician 2 (RPT-2) for corrective action. Also maintains files & documentation for future requirements. Manually monitors on-hand inventory quantities of diesel fuel, hydraulic oils, motor oils, & other commodities. Maintains files of purchase orders created for Storeroom commodities & said files are to be located within the storeroom. Maintains Personnel Issue/History files for tools & other materials issued to Employees & said files are to be located within the storeroom. Provides cross training to designated back-up personnel & temporary Winter storeroom personnel in the proper procedures to complete the basic duties of operating the storeroom & working within the existing role mapping parameter responsibilities of the personnel. Conducts seasonal need assessments among garage, field, & office personnel in order to determine the materials or supplies which need to be ordered & available for the Winter & Summer seasons. Responsible for initiating the reduction & disposal of surplus materials of storeroom items which are obsolete, damaged, un-useable or no longer needed via the SAP materials process. Inspects the storeroom to assure it is properly maintained & that precautions against theft are strictly adhered to. Demonstrates a knowledge of Systems, Applications, and Products (SAP), R/3, CSR, Supplier Relationship Management (SRM), Analysis Office (AO), & other related computer systems deemed necessary by accurately entering, transmitting, & retrieving data independently. Responsible for ordering roll-up type safety signs for the County Foremen & Assistant Managers. Responsible for reviewing the Zero Usage Reports, Turnover Reports, Inventory/Lane mile compliance reports, AO Reports & other SAP reports to assure the storeroom is not maintaining too high or too low of an on-hand inventory of commodities stocked on-inventory in the storeroom. Maintains, comprehends, & incorporates manuals & directives into the daily storeroom operations. All manuals, directives, correspondence & other documents concerning materials management are properly filed. Responsible for operating a fork-lift, hand truck, or other storeroom equipment needed to move, load, & un-load delivery of oversized or heavy materials, unload delivery trucks, or to relocate stored materials from one location to another location. Maintains an up-to-date Storeroom Desk Manual which strictly addresses daily storeroom operation procedures which adheres to Department policies. Ensures storeroom is maintained in a neat, clean, and organized manner. Responsible for ensuring Safety Data Sheets (SDS) received from vendors or provided with vendor deliveries are given to the Roadway Programs Technician 2 (RPT-2). Assist the RPT-2 with the task of keeping the current & deleted versions of the SDS Binders up to date. Back-ups the RPT-2 in accessing the SDS Pro Program to ensure current SDS sheets are in the system or to remove SDS sheets for materials no longer used by the County. Complies with Records Management, Records Retention & Records Disposition guidelines for County records under the storeroom control. Copies various documents as required. Attends Environmental training designated for this working title. Provides a prompt & courteous response to internal & external customer requests. This position is one of two County SAP receivers & is responsible for receiving all materials designated for the storeroom. The 2nd receiver is the Roadway Programs Technician 1 (RPT 1). This position is responsible for completing the back-up duties of receiving during the absence of the RPT 1. This position is one of two County SAP Requisitioners & is responsible for completing all purchase requisitions/shopping carts designated for the storeroom. The 2nd County Requisitioner is the Roadway Programs Technician 1 (RPT 1). This position is responsible for completing the back-up duties of requisitioning during the absence of the RPT 1. Performs other related duties as assigned. EXPLANATION OF SCHEDULE VARIATIONS: During winter operations in order to provide 24-hour coverage, work schedule requires working alternate shifts (A-shift 04:00-12:00 or B-shift 12:00-20:00). OT may be assigned or mandated as needed to maintain 24-hour coverage and may include working on holidays and/or weekends and emergency hours and/or callouts. During summer season OT, including working weekends, emergency hours and/or callouts may be required. Safety 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Green Plan Policy: Commit to following the Department’s Green Plan Policy (PUB 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for a 7.5/8.0-hour day. |

Special projects requiring assistance, questions, or resolution are discussed directly with the Roadway Programs Coordinator (RPC), or other Managers or staff which will provide clarification. The employee’s job performance is reviewed for quality, quantity, & efficiency factors & scored through job factors. |
