Performs para-professional work and technical/analytical support, within the field of Public Human Resources to ensure that Time Management functions, Organizational Management Processing functions and Personnel Transaction functions are processed timely and accurately at SCI Camp Hill and the Elizabethtown Training Academy. Incumbent is also the custodian of the Employee Personnel Files (OPF). Responsible for processing requests from other Commonwealth agencies, such as request for Domestic Relations, Attorneys and subpoenas from legal entities. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Time Management: This position serves independently as the Time Advisor/Administrator responsible for auditing, monitoring, overseeing and recommending appropriate action to the timekeepers and the time and attendance program in the department to include two (2) facilities. Incumbent determines the training needs, develops appropriate training programs and conducts training to support and assist the timekeepers. Responsible for ensuring compliance with the absence and overtime policies and procedures of the Commonwealth of Pennsylvania and the Department of Corrections. A thorough knowledge of multiple collective bargaining agreements, memorandum and side letters, multiple pay schedules, management directives relating to time and attendance, Personnel Rules, Executive Board Amendments, rules and regulations for both Standard and Combined Leave programs, etc. is required to perform the routine duties of this position. Also, required is the knowledge and ability to interpret the above-mentioned documents to ensure the facilities are in compliance with all leave and attendance established policies and procedures of the Commonwealth of Pennsylvania including the Fair Labor Standards Act. Provides daily advice to timekeepers on proper procedures to pay accurate overtime, charging proper absences and entering substitutions as they impact the work schedule. The incumbent is responsible to review payroll post audits and ensure compliance with resolution on a timely basis and advises supervisor of such non-compliance. Researches and enters transactions to process payment for quota compensation and entitlement once verified of eligibility via holiday buy out, combined leave sell back and compensatory buy out. Completes and submits Role Mapping Form via the Employee Resource Center to assign various roles to employees. Receives and assists timekeepers with various reports relating to absence and attendance errors. Investigates attendance and absence problems timekeepers cannot answer via payroll error form submitted by employees. Produces correspondence, creates reports and generates reports to employees and supervisors concerning absences and attendances. Transactions: Responsible for complete detailed information for various Human Resource transactions involving separations, reassignments, staff schedule changes and leave payouts; either by processing or forwarding to the HR Service Center, whichever is appropriate. Processes all related correspondence and forms for the transactions and forwards the PAR transmission to the HR Service Center. Inputs or directs the input of these transactions. Maintains operating log and processes transactions necessary for reclassification and grievance settlements, arbitration rulings, Civil Service settlements, etc., involving detailed history calculations and input through SAP by ensuring all required information is input through the PAR system for the centralized processing of the Human Resource transaction. Monitors maintenance charges as set forth by the current schedule of maintenance charges. FMLA: Works as a liaison with FMLA. Submits employees seeking FMLA. Forwards supporting documentation to supervisors, conducts necessary transactions to adjust leave codes and provides requested information to the FMLA Analyst. General Duties: Temporary Working Out of Class: Responsible for all Higher Class Pay input and correction. Back-up compiling and submitting documentation from HR functional areas for American Correctional Association (ACA) audits. Greets visitors and employees, ascertaining their needs, and providing employment/promotion information, along with appropriate applications, or supply other forms requested, etc. Responsible for researching data and answering any preliminary questions regarding pay issues and referring employees to the appropriate authorities for resolution, that applies to employee paychecks. Responsible for Biometrics/ID System. Performs other related duties as assigned by the Regional FHRO. ESSENTIAL FUNCTIONS: Effectively communicate verbally and in writing. Attend and participate in all mandatory training and/or testing. Work overtime as required. Travel as required.
