Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. This position will be required to perform the following duties: a. Promotes the Department’s mission. b. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. Conduct routine inspections of oil and gas wells and oil and gas related facilities utilizing Department issued electronic equipment to record and document all inspections. These activities may include but are not limited to inspections of wells in coal and non-coal areas, conservation wells, observation wells, and gas storage reservoirs. Inspections will be conducted during drilling, production, alteration, and plugging phases. For unconventional wells, a minimum of two inspections during the drilling and completion phases shall be conducted to ensure Oil & Gas operators are in compliance with the Oil and Gas Act, Conservation Law, Coal and Gas Resource Coordination Law, as well as the rules and state regulations and established policies promulgated under them including, but not limited to Chapter(s) 78, 78a, 79, 91, 93, 102 and 105. Major emphasis of inspection is on the drilling, alteration, and plugging phases along with production of all oil and gas wells and oil and gas related facilities. Permits, maps, well logs, handbooks, and other files may be consulted, as necessary to assist with the completion of inspections. Respond to citizen complaints concerning oil and gas activities relating to environmental concerns and/or health/safety threats, abandoned wells, and other concerns related to oil and gas wells. This is accomplished through initial telephone communications to the complainant, followed by conducting a site inspection. Results of investigation are documented in writing in inspection reports and/or memorandums or other written correspondence along with Complaint Tracking System investigation entries. Notify operators of imminent threats to public health and safety immediately by phone. Notify operators of all violations by sending them a Notice of Violation per the Department’s Policy. Initiate second level enforcement actions to resolve problems caused by oil & gas activities and to assure compliance with the Oil and Gas Act, Conservation Law, Coal and Gas Resource Coordination Law, as well as the rules and state regulations and established policies promulgated under them including, but not limited to Chapter(s) 78, 78a, 79, 91, 93, 102 and 105. Second level enforcement may include Consent Assessments, Consent Order and Agreements, Compliance Orders, Administrative Orders, and criminal referrals. Employee will assist compliance specialist, management, and legal staff in case preparation for second level enforcement actions and may have to act as an expert witness at hearings. Initiate compliance actions, as necessary, when violations of applicable permits, laws, and regulations have occurred. This includes the use of NOVs and escalated enforcement measures. Upon violations being resolved, compile Violation Closure Packages for administrative, criminal, and civil actions. Provide testimony in hearings and trials. Consult with other technical and legal staff in the preparation of compliance actions. Review, interpret, and provide approval and/or denial recommendations for well records, completion reports, alternate methods, plugging certificates, inactive status requests, variances and exceptions, area of review extension request, and any other oil and gas related correspondence. Be familiar with and review drilling logs, cement bond logs, and other logs. Also be familiar with interpreting oil and gas well laterals as drilled versus permitted. Respond to questions by citizens, operators, consultants, and other Agencies relative to Oil and Gas activities related to the Oil and Gas Act, Conservation Law, Coal and Gas Resource Coordination Law, as well as the rules and state regulations and established policies promulgated under them including, but not limited to Chapter(s) 78, 78a, 79, 91, 93, 102 and 105. Operate, maintain, and interpret results from various scientific instruments such as Altair and Bascom Turner Gas Meters during investigations. Respond to and investigate incidences related to oil and gas facilities. Document findings by taking representative samples of gas for evidence and/or information during investigations. Samples must be taken properly, put into proper containers, and must be properly preserved/sealed to insure validity and credibility of analysis in accordance with current sampling protocols. Assist Stray Gas Chief with stray gas investigations utilizing appropriate techniques and equipment, such as sweeping homes for the presence of natural gases with Department provided gas meters (Bascom-Turner), collecting gas samples, as necessary, and providing a Notice of Findings or Recommendation to Vacate Form. Upon completion of indoor air monitoring, immediately notify your supervisor of the findings and provide electronic copies of the appropriate documentation. Take photographs and videos to be used for documentation of violations, which meet the rules of evidence and are admissible in a court of law. Compile case history and evidence for enforcement actions, including photographs, permits, correspondence, sample analysis, and inspection reports for referral to legal staff and for use in hearings, trials, orders, and civil penalties. Research courthouse records, both online and in-person, for documentation to show ownership of oil/gas properties for legal purposes. Properly care for and maintain Department issued equipment. As technology allows, input investigation, sample, and inspection data into the appropriate database within specified timeframes. Adhere to Departmental policies including but not limited to concerning safety, occupational safety footwear, occupational safety eyewear, blood borne pathogen exposure control plan, confined space policy, Permit Decision Guarantee, and violence in the workplace, among others. Legally and safely operator a motor vehicle in remote areas of Pennsylvania. Report all accidents and injuries as soon as possible to supervisor or management team member. Overtime may be required due to certain circumstances and situations. |

Work is reviewed by the Supervisor (reports, memos, complaints) on a routine basis. Must be comfortable making reasonable recommendations and decisions within the scope of job duties on a daily basis. Legal actions are reviewed/approved/recommended by the Supervisor. Overall performance is summarized through the yearly employee performance review. |
