Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs engineering, technical, and administrative support and maintains quality standards for all activities and operations within the Stormwater Management and Municipal Separate Storm System (MS4) Unit. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments.

Description of Duties:

Supervises the work of subordinates within the Stormwater Management Unit. Directs engineering evaluations of District Stormwater Control Measure assets and develops recommendations for repair, rehabilitation, replacement, and capital investment strategies based on condition assessment data, asset performance, regulatory requirements, and lifecycle management principles.

Applies sound engineering practices and principles while supervising staff in performing in-house design projects, reviews and approvals of activities relating to stormwater design and corrective repairs.

Assigns, reviews, and performs engineering studies, inspections, analyses, reports, and design recommendations prepared by subordinate staff related to Stormwater Control Measures (SCMs), Post Construction Stormwater Management (PCSM) facilities, and Municipal Separate Storm Sewer System (MS4) compliance activities.

Evaluates engineering analyses, hydrologic and hydraulic calculations, Post Construction Stormwater Management (PCSM) plans, inspection findings, and corrective action recommendations prepared by staff, consultants, and project teams to ensure compliance with Department policies, design standards, permit requirements, and accepted engineering practices

Plans, supervises, coordinates, and evaluates District Stormwater Management and Municipal Separate Storm System (MS4) programs and activities to ensure compliance with applicable federal and state requirements.

Supervises and leads in various Stormwater Control Measures (SCM) design activities from preliminary to final design phases such as participating in Stormwater Committee Meetings, project coordination meetings, Post Construction Stormwater Management (PCSM) Plans review in compliance to Publication 14M-Design Manual Part 3, preparation of PCSM plans concurrence memo, assisting with design documents upload and inventory related coordination.

Oversee District’s Stormwater Control Measures (SCM) inventory database for completeness and to ensure inspection requirements are met, as well as coordination of QA/QC process set by the Central Office.

Conducts and reviews Stormwater Control Measures (SCM) corrective repair and remediation design efforts prepared by the assigned staff.

Assists in coordinating with the Construction Unit to provide technical guidance for SCM’s and support for Notice of Termination (NOT) tracking and approvals.

Completes planning and oversight of SCM Post Construction Inspections efforts for NPDES permit compliance.

Oversees and periodically participates in Condition Assessment Inspections (CAI) and Visual Screening Inspections (VSI) to ensure inspection quality, consistency, and compliance with Publication 888 requirements as directed.

Completes required training to maintain inspection certifications.

Reviews and completes M80 forms, permit compliance documentation, and Condition Assessment Inspection reports prepared by staff to ensure accuracy and regulatory compliance.

Attend field visits and project final inspections as directed.

Participates in research efforts and pilot programs relate to the Stormwater programs.

Maintains good working relationships with Central Office, other Engineering Districts and County personnel, co-workers, supervisors, vendors, and the general public.

Participate in scheduled staff meetings and other necessary meetings with other PennDOT personnel and management, or other non-PennDOT personnel to determine direction, policies, expectations, goals and objectives, etc. of unit.

Exhibits good work ethics by adhering to all time and attendance policies.

Participates in SWM program related training courses, sessions, etc. to learn and/or implement relevant operations, procedures, and/or techniques.

Performs administrative tasks such as employee performance reviews, Review and update job descriptions, approve/disapprove leave requests, expense accounts etc. Fill personnel vacancies by interviewing applicants and recommending qualified candidates.

Performs other related duties as assigned.

Participates in the annual Stormwater Statewide meetings when directed.

Takes an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Work is assigned according to the District's priorities, based on the District's Committed Letting Schedule and available funding. Independently responsible for correct and timely completion of tasks.

Assignments generally received by verbal direction, email, and occasionally by memo. Progress is reviewed at monthly staff meetings and by routine office contact. Productivity monitored for accuracy, quality, and completeness.

Ability to independently plan and organize work to complete assigned responsibilities within time frames assigned and / or proscribed by policies.

Essential Functions
