Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Gathers and reviews available information in order to approve/disapprove an applicant’s request to purchase a firearm or acquire a license to carry a firearm. Determinations are made in accordance with the operational requirements of the Pennsylvania Instant Check System (PICS).

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

50% 1. Acts as an operator for the Pennsylvania Instant Check System by making independent decisions on approval or disapproval of a firearm purchase/license to carry applicant. Performs PICS Background Check Requests for Evidence Returns as per AR 3-3. Determines whether applicant is the same individual who has been identified by a criminal history record, PFA, or mental health record. Determines if an applicant is wanted based on the provided information. Follows procedures for apprehension of wanted persons which includes verifying the warrant with the issuing agency and having the local police dispatched to the scene. Makes approval/disapproval determinations by interpreting current and former state/federal laws as they apply to a purchase/license to carry.

25% 2. Researches applicants who have a criminal record by obtaining information such as dispositions, grades of crime, and possibility of domestic violence involvement. This process involves contacting agencies such as state and local police departments, FBI, ATF, U.S. Immigration and Naturalization Services, U.S. Marshals, courts, probation offices, District Attorneys, and correctional facilities. Reads and interprets police reports, court dockets, and other information submitted by these agencies. Interpretations of these reports must be made in accordance with both state and federal laws.

10% 3. Updates criminal records in Challenge Database, enters/verifies Mental Health and Current Drug User Records as necessary, into the PICS database.

5% 4. Reviews changes to the laws, regulations, and policies that regulate unit operations (i.e. CLEAN, NLETS).

5% 5. Complies with unit operational procedures by processing and documenting all necessary information in a timely manner.

5% 6. Performs any other related duties at the discretion of the Supervisor. Assists the supervisor by indoctrination and training of new operators and answering work-related questions.

In response to a telephone call regarding an applicant who desires to purchase a firearm or acquire a license to carry a firearm, the employee researches available criminal history databases and may contact additional authorities in order to make an approval/disapproval determination. The employee may consult with his/her supervisor regarding interpretation and application of an out-of-state statute.
