Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position, in the Bureau of Community Health Systems (BCHS), supports the organization’s mission of providing infrastructure for the implementation of core public health functions in a high quality, effective and responsive manner that will positively impact the health status of Pennsylvanians, is responsible for supervising, assessing, planning, implementing and evaluating public health services and initiatives, as well as providing direct public health services and community liaison activities. This position supervises Community Health Nurses and clerical staff. This position can be headquartered in one of the following counties: Adams, Franklin or Fulton County since it will supervise these counties.

Description of Duties:

Ensures the surveillance and case investigations of all reportable/selected diseases and conditions via the Pennsylvania National Electronic Disease Surveillance System (NEDSS) and approved DOH manuals.

Directs and performs clinical practices applicable to community health nursing in the provision of public health services according to the BCHS Policies, Procedures, and Standing Orders Manual to ensure the delivery of public health services.

Plans and directs public health clinical services, emergency situations, special projects, and community activities to ensure the provision of effective and consistent public health services as per DOH policy and procedures.

Directs ongoing community health assessments to identify public health needs and determines community health priorities and needs.

Directs staff in partnering with other agencies, health councils, physicians, hospitals and schools to ensure DOH initiatives and health education/awareness activities are carried out to meet local needs.

Represents the Department of Health on district and local committees, and advocates for the development of public health initiatives.

Provides leadership and consultation and serves as a resource to staff, health professionals and community partners for information and resolution of various public health issues to enhance public health.

Participates in the development and ensures implementation of policies and procedures affecting the delivery of services and programs to ensure a competent workforce.

Supervises allocation and assignment of program resources and staff based on county and district needs to ensure the delivery of public health services using Bureau generated data.

Advises Bureau management of needs regarding program implementation and resources to improve the delivery of public health services.

Provides and/or links diverse populations to needed public health services (i.e.; immunizations, TB, etc.)

Facilitates student practicums to introduce health care students to public health.

Participates in continuing education programs to meet the requirements of the State Board of Nursing.

Provides leadership for staff in the practice of public health activities and provides and plans for orientation of new staff to ensure a competent workforce using DOH manuals and orientation materials.

Advises Bureau management of staff orientation and/or training needs in each program to ensure a competent workforce.

Participates in labor relation issues and maintains current knowledge of union contracts to meet contract requirements.

Participates in the hiring process by recruiting, interviewing and recommending candidates for appointment, promotion, and reclassification to maintain effective staffing.

Identifies individually and collectively the educational needs for staff and approves out-service and in-service programs to maintain an educated workforce.

Assesses the State Health Center workforce for competency levels/skills and maintenance of clinical skills. Prepares and submits reports as directed to ensure the provision of services.

Conducts yearly Employee Performance Reviews on staff within supervisory area to ensure professional competency and compliance with Department policies and procedures.

Monitors community health programs (e.g. communicable/vaccine-preventable diseases, tuberculosis, STD/HIV, and immunizations) by accessing public health information systems such as NEDSS, SIIS, and HAN using data entry and disease surveillance skills to ensure improved health status for assigned programs/populations.

Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity.

Public Health Emergency Response: This position may be assigned to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice, and may continue for any period of time – ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time.

Position is permanently assigned direct supervision which includes completing performance evaluations, approving/disapproving leave, effecting discipline, and making hiring decisions for at least five direct reports. Decision making in work processes: Standards-Based. Decision making is made based on standards defined by my supervisor or the proper professional/technical discipline. Supervisor’s input to decision making: Professional. Work is assigned by Bureau management for the geographical area and by the particular needs within the area. The work is reviewed by the Bureau management during telephone conferences, management meetings, individual conferences, written reports and periodic evaluations. Supervisor reviews on-going work progress after completion or if there is a problem or exception. Employee has authority to change internal procedures or approaches as needed within the accepted professional approach. Communication Authority: Position advises outside its work unit.

Essential Functions
