This position is one of performing a wide variety of administrative and clerical functions in order to assist in the operations and management of the Laurel Hill Complex. This position performs duties that are routinely executed seven days a week and will be routinely scheduled to work weekends, evenings and holidays as needed for park operations and to meet seasonal needs. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Through direction from the park manager(s)this employee is a Lead Worker for wage office staff, camping contact stations clerks, and park ranger personnel who operate the Park Reservation and Revenue System and for office volunteers. Employee resolves problems and issues brought to them by other staff either personally or makes contacts to appropriate department support. Employee ensures new information/procedures are clearly relayed to all clerical and ranger personnel and arranges for new employees to receive proper access to the park computer systems. The employee performs a wide variety of administrative and clerical functions dealing with operations, human resources, payroll, revenue, and training of employees. Employee is responsible for relieving the Park Operations Manager and Park Managers of a wide variety of administrative details. Employee interprets various rules and regulations and makes decisions in regard to how they apply to public visitors and employees of the park. Work includes public contact in accomplishing assignments and effective public relations. Knowledge and interpretation of the Bureau of State Parks and the Department of Conservation and Natural Resources policies, rules, and regulations is needed in the completion of duties. Employee’s duties are completed independently and include the skilled typing of a wide variety of paperwork in both draft and final form and includes responsibility for format, punctuation, and grammatical content. Work includes all aspects of a complicated process and requires the ability of the employee to make various decisions on their own and to analyze data and apply that information to job duties and work independently. Employee deals with frequent confidential issues. Employee is skilled in the use of various office machines including a multi-function device, postage meter, electronic calculator, a personal computer, a multi-line telephone system and a two-way radio. Employee also provides training to other employees in the use of these office machines, as well as various computer programs. With direction from Park Management, the employee is responsible for the following duties: HUMAN RESOURCES/PAYROLL Answers inquiries about possible job opportunities and provides potential applicants with information on bidding and application process. Assists with scheduling of interviews. Prepares and distributes leave without pay and termination letters to employees, with other appropriate forms. Calculates hours worked, total credited service, leave balances, and leave payoff, if any. Post hours worked to Record of Absence (ROA) and maintains leave slips and leave records for each employee. Verifies employee leave balances with leave statements and distributes to employees. Maintains a log of holiday and compensatory leave earned and used by salary and wage employees. Advises employee’s supervisor of any problems or potential problems concerning leave. Enters all leave/payroll entries through ESS or SAP, depending on circumstance, for all employees not using ESS. Assists in completing Workers’ Compensation Claim Reports for employee work-related injuries as well as all related paperwork. Assists in administering the personnel file for each employee and files all related paperwork. Assists with keeping all information current in the parks internal employee database. Completes employment verifications and unemployment compensation claim forms for verification of earnings upon request. Research requests from the regional office and Bureau of Human Resources to provide employment data on former employees. This data consists of dates of employment; number of hours worked broken down into specific periods, hourly rates of pay, and involves researching through old personnel files, payrolls, etc. Completes all aspects of the payroll process which includes, but is not limited to compiling hours worked from daily timesheets and approved schedules, determining when overtime, shift-differential, shift overlap, holiday pay etc. is appropriate guided by knowledge of three union contracts; AFSCME (American Federation of State, County, and Municipal Employees), PSRA (Pennsylvania State Rangers Association), and USGOA (United Government Security Officers of America) and personnel policies for non-union employees. Enters all data into SAP or ESS. Assures schedules are in compliance with union articles of work as well as management policy and procedures. Responsible for inputting and coordinating all ES leave requests. Inputs all leave time and hours worked by all employees on a bi-weekly basis through SAP. Assures payrolls are completed accurately and submitted according to established time frames. FISCAL Assists with the revenue collection program for the park. These revenues include miscellaneous revenue, camping, and lease payments. Process refunds as requested with Park Manager approval. CONCESSION OPERATIONS Responsible for coordinating all concession agreements (Cross Country Ski Area, Boat/Bicycle Rental, Food Concession). Composes and types correspondence to concessionaires concerning their particular concession. Receives all required documents from the concessionaires and upload into the Portal. Maintains a comparison log for use when bidding concessions, for visitor information, etc. Creates forms and procedures to accomplish this process. Ensures that all required documents and payments follow agency policy and procedure. This includes, but is not limited to, submission of Annual Financial Statements, Insurance Certificates, and associated payments. These should also be updated in paper copy on the Concession Monitoring Forms at the LAHI Park Office. Calculates and informs concessionaires of interest due for late payments and insures collection. AGREEMENTS Responsible for entering, maintaining, and updating all park level agreements in the Portal. This includes, but is not limited to Letters of Authorization (LOA), Commercial Use Licenses (CUL), Special Activities Agreements (SAA). Composes correspondence for all agreement holder regarding requirements. This includes risk management plans, insurance, and financial statements. Inform all staff of any upcoming agreement activities that would pertain to park operations. Responsible for entering, maintaining, and updating all lease/occupancy agreements for the Park Complex. This includes, but is not limited to, maintaining current insurance certificates, entering payments into the revenue collection system, communicating with POMD and keeping Park Managers updated on any issues. PUBLIC RELATIONS Answers a large volume of telephone calls and provides information and refers callers to proper channels. Greets and assist large volume of visitors to the park office. Provides visitors with basic information and interprets park rules and regulations in answering specific questions. Serves as the main point of contact for LHHT Reservations and KOOS Cabin and campground reservations. TRAINING Creates and compiles written materials for training for wage clerical and all park rangers in reference to the park reservation and revenue system-Active Works/Aspira. Provides training and ongoing support to seasonal employees which include Clerks/Clerk Typist 1's and 2's, and seasonal Rangers in the Park Reservation and Revenue System and other computer programs. OTHER DUTIES Administers park Attendance program, maintaining daily records of park visitors (compiled from ranger reports, counter readings and user logs and registrations) and reports attendance according to established time frames. Assist AA in management of project database and associated expenditures. Coordinate with APM and EES in developing campground host schedules and assignments. Administers park vehicle program to include timely input of all information required (VMS). Assists in all phases of overnight accommodation administration including on site reservations, confirmations, rosters, logs and revenue handling, maintenance sheets and user surveys. Opens and distributes incoming office mail and Email. Reviews and replies to routine correspondence and email inquiries with the input of park managers. Operates and monitors the base radio station and maintains communication with park managers, DCNR Rangers, and the maintenance staff. Answers routine transmissions, dispatches vehicles, and functions as an administrative office contact between park units and emergency vehicles during emergency situations. Responsible for compiling and distributing the Laurel Highlands Ranger Schedules. Maintains, updates and purges all park files for easy access and retrieval. Designs forms (by computer) needed for various jobs to organize work projects. Responsible for maintaining the Outlook inbox for both KOOS and LARI State Parks. This includes prompt replies and forwarding to appropriate staff when needed. Other duties as assigned by supervisors. |
