Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned to the Plumbing shop within the Maintenance Department at Torrance State Hospital and will involve proficiency working in the Plumbing shop, but may include work in other trades such as Carpentry, Electrical and Painting. Supervision will be assigned to a Facility Operations Manager.

Description of Duties:

This position has limited direct care interaction, but the employee is expected to interact with adult and geriatric populations, as appropriate.

This is a position within the maintenance department but specifically in the plumbing shop.


Performs Preventive Maintenance assignments by making a visual inspection of, lubricating, minor adjustments, replacement of parts, cleaning, etc. such as pumps/controls, air compressors, lavatories, commodes, traps, temperature regulators, etc.

Performs all phases of plumbing such as repairs, replacements, alterations and/or additions to all Hospital water waste, storm and compressed air utilities systems and entire steam, hot water, forced air and ventilation systems.

Uses hand and power tools in the cutting, drilling and threading of pipe and other materials, sewer cleaning, etc., using approved methods and performing in an appropriate manner.

Operates and maintains the Hospital's potable water system by inspecting, cleaning, maintaining and repairing the water shed, collecting dam, trunk reservoir, valve house and distribution system through the Hospital, taking and recording all necessary tests. Collects all samples to be sent to private laboratory for analysis, i.e. Microbiological, Organic and Inorganic and Radiological. Must meet all requirements of the Environmental Protection Agency and the Department of Environmental Resources.

Performs shop work, i.e.: repair of valves, traps, faucets and fabrication of or alterations of projects such as fabrication of duct work for ventilation or exhaust ducts, assists the Welder in repair or fabrication of metal work projects.

Although this position is under the direct supervision of the FMM3, FMM1 or BMM, and specifically in the plumbing shop, this position performs skilled work in the following trades:

CARPENTRY: Performs various types of carpentry including maintenance and repair of structures/equipment, furniture and related wood articles, minor concrete mixing, pouring and finishing, roof repairs/installation of new roofs, gutters and down spouts, installation of floor tile, handrails, mirrors, pictures, screens, windows, doors, door hardware, repair of beds and wheelchairs.

ELECTRICAL: Tests, maintains, services and repairs electrical service circuitry and components including high/low voltage systems, AC/DC, underground, aerial and all building systems. Inspects, services, maintains or repairs interior and exterior lighting fixtures of all buildings and grounds. Performs repair to equipment in Hospital support buildings such as washers, dryers, compressors, pumps, etc.

PAINTING: Prepares surfaces of all kinds, types, shapes, exterior and interior for proper reception of correct preservative, protective or decorative coating. This includes scraping, sanding, minor patching, caulking, etc. Prepares surfaces for plastering. Replaces broken or metal lath and chips out plaster/concrete/tile. Mix white coat or other surfacing material. Prepares for and lays tile brick, cinder block, stone, firebrick to build or line furnace walls, roofs and fireboxes of boilers, furnaces and incinerators. Properly applies via spray - pressure, airless, hand or pole type - brush or roller method, various types of stain, varnish, paints or other special preservatives.

Has good knowledge of the occupational hazards, safety rules and procedures of the above-mentioned trades.

Stay abreast of new technology, safety rules and regulations pertaining to this job. Completes tasks safely, accurately and neatly in a professional manner.

Makes reports and keeps records as required including the PM program.

Has the ability to interpret and work from pencil sketches and diagrams, professional plans and specifications, manufacturer instructions and simple oral instructions.

Guides and instructs semi-skilled workers as per direction of shop Supervisor or Facility Maintenance Manager.

Employee performs asbestos abatement duties as per applicable policies if employee is part of the Hospital asbestos program. Employee is medically monitored and re-certified annually.

Attends training as scheduled by Supervisor. Training may be provided by the Hospital or outside sources. Training may be job, safety or health related.

All duties are performed in a neat, efficient, safe and professional manner in accordance with the Hospital Rules/Regulations and Policy/Procedures to maintain required standards. Duties may vary in accordance with need and related duties may be assigned.

Performance is considered satisfactory when the above standards have been met.

As a skilled repair Technician, identifies defects and make appropriate repairs following direction from work orders, sketches and/or supervisor.
