Position Purpose:

Performs specialized professional program work in the state vocational rehabilitation program. This position is responsible for coordination of Commonwealth Workforce Development System (CWDS) development and implementation activities between the four OVR bureaus, OVR executive staff, Workforce Partnering Agencies (WPAs) and the contracted IT vendor as it relates to the Rehab Act, regulations and OVR policy and procedure.

Description of Duties:

Under direction of the OVR CWDS Project Lead – using knowledge of vocational rehabilitation programs/initiatives, this position will gather and review requirements for system enhancements and research the impact they may have on the integrity of the overall system. Analyzes the impact new functionality will have and assesses changes as they relate to the Rehab Act and agency policy and guidance.

Identifies fellow vocational rehabilitation subject matter experts in the Bureaus of Blind & Visual Services (BBVS) and Vocational Rehabilitation Services (BVRS), Central Office (CO) and the Hiram G. Andrews Center (HGAC) to participate in meetings related to the gathering of program area needs, and to the understanding of system requirements as related to future and ongoing system enhancements.

Participates in meetings with Executive staff to gather their input for decision-making, serve as a subject matter expert and provide recommendations.

Works closely and collaboratively with OIT business analysts and vendor staff assigned to the CWDS project to analyze data, resolve bugs, develop business rules and plan for future development.

Collaborates with workforce partnering agency staff in the development and maintenance of shared CWDS and PA CareerLink online resources and workflows.

Works closely and collaboratively with OVR analysts to ensure CWDS is producing valid data for key performance indicators, the RSA-911 and other strategic reports.

Conducts testing of system changes on behalf of OVR to ensure accuracy and mitigate potential problems; testing in a variety of lower environments using multiple system roles to ensure most issues are resolved before go-live.

Ensures accessibility and data validity are always at the forefront of all development efforts and planning.

Reviews implementation of CWDS enhancements and makes recommendations regarding any findings that may be identified. Provides expertise and technical assistance and training to district office(s) staff. Coordinates with OIT regarding testing and implementation activities.

Provides primary Help Desk/Support Request and Client Record Correction coverage.

Identifies training needs and collaborates with the OVR Training Manager, as needed. Plays an integral part in the development and delivery of CWDS training to OVR staff. Assists in the preparation and dissemination of CWDS release highlights and informational video presentations.

Coordinates the development and implementation of new OVR procedures and policies related to CWDS. Collaborates with other subject matter experts in the interpretation of CWDS policies/procedures and training materials.

Makes content and process decisions in CWDS meetings and/or refers to Executive staff for additional guidance. Develops meeting agendas and conducts meetings. Determines system needs per direction of the CWDS Project Lead. Identifies solutions for data fixes and corrections to data within the system without supervision.

Participates to state or federal audit activities, including coordination documentation, responding to auditor inquiries and supporting audit resolution.

Uses advanced computer skills to document enhancement requirements, develop training materials, and trouble shoot system issues.

Uses internet software, email, power point, webinar software, share point and other software packages as determined by project needs.

Enters information into CWDS and other software programs as applicable to assignment.
