Position Purpose:

Manages all activities within the District Permits Unit.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Manages subordinate managers, engineers and clerical staff as well as consultant inspection teams.

Provides guidance and direction to staff to ensure the permit processing, construction specification, policy decisions and record keeping are in accordance with applicable regulations and policies.

Responsibilities include the review and approval of highway occupancy permits and special hauling permits. Work with occupancy permits involves all the utility companies located within highway rights-of-way and access requirements ranging from private driveways to major commercial driveways.

Manages the processing and issuance of special hauling and highway occupancy permits.
Oversees and coordinates all activities of highway occupancy permit projects from initial concept through construction completion.

Supervises the District APRAS coordinator.

Coordinates design review activities with Department and Central Office technical experts (traffic, Right of Way, bridge, lighting, etc.) to ensure plans are developed in accordance with Department standards and manages construction staff for all District Highway Occupancy Permits.

Provides point of contact for the preparation of permit construction plans being prepared by applicant's civil engineers; makes field trips in conjunction with the development of design details and reviews construction and provides guidance with regard to agency policies and engineering standards and requirements.

Maintains and manages security documents thru project closeout and final inspection for processing deficiencies, approvals for reduction, collection on security for construction site needs and release of document to the applicant and financial institution. Determines whether security is required based on the nature and scope of the proposed work. Determines security amounts based on engineering cost estimates and potential restoration requirements. Advises on form of security (i.e. bank letter of credit, bond, escrow account, certified check or security agreement) based upon requirements. Reviews security submissions, requires necessary changes, and submits to Chief Counsel for approval.

The District Highway Occupancy Permits (HOP) manager is responsible for the final review and approval of all highway occupancy permits, which involve access upon state highways, for design soundness and completion of assigned projects in compliance with Departmental standards and specifications.

Coordinates and leads scoping meetings with applicants, consultant engineers, municipalities, Municipal Planning Organizations, attorneys and appropriate Department personnel for proposed occupancy of or access to highway right of way. Understands, interprets and explains regulations (i.e. Chapters 441 and 459), standards, specifications and policies as they pertain to Highway Occupancy.

District Permit Manager will provide both written and oral communication of detailed general instructions regarding work activities to unit heads and subordinates. Permits manager will monitor and approve subordinate leave with consideration to work activities so as to adequately manage permits unit staff. Permits unit staff will be observed during daily activities and receive oral and written instruction as needed.

Develops and maintains effective working relationships with unit staff, other units and agencies, internal and external customers and promotes transportation mission activities.

Manages the construction inspection of major utility projects within highway rights-of-way. The inspection is provided by a combination of Department and Consultant Inspectors. The Permits Manager is also responsible for administration of all phases of the Consultant Inspection agreement from the request for services through payment of the final invoices.

Review and verify work assignments and status for permits. Process and review supplements related to active permits to ensure work is within Department policy and standard.

Initiates all correspondence related to permits activities.

Manages the e-Permitting system for the District.

Assign permit reviews to appropriate design staff. Assignments are coordinated with District design division, construction units, traffic unit, and internal and external customer needs and expectations.

Meet with engineers concerning proposed projects.

Periodically visits County offices to ensure quality service of the permit specialists and in the issuance of special hauling permits.

Is responsible for the management of the Posted and Bonded Roads Program.

Provides direction to the Posted and Bonded Roads Coordinator and annuitants (if applicable). Reviews and approves all plan submissions, winter maintenance plans and Excess Maintenance Agreements. Presents and manages all local determination submissions.

Supervises the Posted and Bonded Coordinator, the field liaison to the Marcellus Shale industry. Concentration on field repairs, reconstruction, inspection and planning of all operations. Works closely with the Posted and Bonded Coordinator and the District Fiscal Officer on permitting and billing processes.

Provides liaison between attorneys for and presents expert witness testimony at all formal hearings necessitated by the permits process.

Develops and maintains positive business relationships with applicants, engineers, local and state officials, HOP stakeholders, contractors and Marcellus Shale Industry partners and stakeholders.

Attend regularly scheduled District Surface Improvement Program (SIP) meetings. Responsible for review of all roadways within SIP with current and future HOP's.

Coordinates and maintains communication with the District Asset Manager and Surface Improvement Program Manager to ensure utilities are aware of the District SIP to avoid construction conflict with pave cuts.

Coordinates with other Department construction, maintenance, design and/or permit projects and makes recommendations to avoid possible conflicts with those projects and with approved detours. Ensures compliance with all approved detours and traffic control plans. Implements and manages gas site monitoring well agreements and documentation.

Actively participates in maintenance coordination meetings regarding active permit construction and design related activities to ensure all parties are informed of development.

Consistently promotes a culture of efficiency and productivity.

Recognizing that everyone is involved in the District’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, takes an active role in supporting the efforts of other employees to meet these objectives.

Attends environmental training designated for this Working Title.

Performs other related duties as required.

Fair Labor Standards Act (FLSA) For Supervisors:
Understand your responsibilities as a supervisor under the FSLA to ensure that employees are paid appropriately for hours they work or are allowed to work--i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Work assignments are received verbally and in written form from the supervisor and from the permit applicant in compliance with established operating procedures. As the level of complexity increases with the permit application, so does the involvement of the Permit Engineer. Work is reviewed by the supervisor on a random basis for quality assurance.
