Position Purpose:

This position provides advanced analytical and evaluative support for agency-wide workforce programs by designing, implementing, and assessing training and professional development initiatives. The role ensures alignment of workforce capability and learning strategies with organizational objectives, thereby improving program efficiency, employee engagement, and retention.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

• Conducts comprehensive analyses of the agency’s training and professional development needs, identifying operational challenges, workforce gaps, and opportunities for improvement.
• Designs and evaluates scalable training programs and technical learning models to enhance workforce effectiveness and organizational performance.
• Collects and analyzes performance data and feedback to measure the effectiveness of training initiatives; prepares reports and recommendations for leadership.
• Develops and standardizes performance metrics to evaluate training outcomes, ensuring consistency with agency goals and objectives.
• Provides consultation to senior leadership on strategic alignment of learning and workforce development with agency policy and organizational priorities.
• Leads agency-wide initiatives that foster knowledge sharing, cross-functional collaboration, and continuous improvement.
• Serves as a subject matter resource on professional development, incorporating best practices, internal resources, and external learning opportunities.
• Communicates findings and recommendations through written reports, presentations, and briefings to agency leadership and program staff.
• May function as lead worker by providing direction, technical guidance, and quality assurance in support of training and workforce development initiatives.
