This position is located within the Air Information Management Section, which is responsible for the maintenance, quality assurance and quality controls necessary to assure system data integrity for the Bureau of Air Quality's requirements related to eFACTS and AIMS. Additional section responsibilities include the administration and integration of computer technology (hardware and software. Primary position purpose is to oversee the Shale Gas Emission Inventory. Secondary position purpose researches, coordinates, and prepares Non-Point Air Quality Emissions estimates in support of EPA's National Emission Inventory (NEI), Consolidated Emissions Reporting Rule (CERR) and the Pennsylvania State Implementation Plan (SIP). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Program liaison for the Shale Gas Inventory reported through the Annual Emission Statement Online ("AES.Online") and Oil and Gas Reporting Electronic ("OGRE") systems. Assists Oil and Gas Operators in the submission of emission inventory of the natural gas producers, transmitters and distributors in the Commonwealth. 2. Assists in the analysis of the Shale Gas point source emission inventory by gathering input information and analyzing data. Interprets the air quality point source inventories for other Bureau and Department personnel and the general public. 3. Serves as backup data administrator for the Title V Emission Fees program. Coordinates changes/enhancements to database, maintains QA/QC of data, and generates management reports for fees collected. Assists regional users with concerns/problems with fees collected. 4. Serves as backup data administrator for Air Quality's data in the Sample Submission System. Coordinates changes/enhancements with the Bureau of Laboratories to maintain Speciated Analytes Table and Manufacture’s Table. Assists regional users with concerns/problems with samples collected. 5. Serves as the backup web coordinator on maintaining Air Quality Pages on the external and internal DEP web site, DriveClean PA Website, and other Air Quality related advisory committee web sites. This responsibility involves posting content provided by staff, ensuring hyperlinks between pages and other web sites are working, and making sure that all DEP standards for web page format are followed. 6. Serves as the backup coordinator for the technical implementation of various eGOV applications, such as web-based data entry portal for industry submission of their emission inventory. These applications are known as AES*Online and AES*XML. 7. Works closely with Regional Air Quality Staff to identify and correct possible Shale Gas Inventory submittal errors to produce the best Shale Gas Inventory possible. This may include regular travel to the regions to identify and solve issues and problems. 8. Coordinates the development of the non-point emission inventory by gathering input information and analyzing data. Interprets the air quality non-point inventories for other Bureau and Department personnel as well as the public. 9. Represents the Bureau during air emissions inventory-related meetings with federal, state, local and regional organizations including the Air Quality Technical Advisory Committee, Mid-Atlantic Regional Air Management Association or Ozone Transport Commission as required. 10. Coordinates the development of pollutant emission inventory information needed to prepare State Implementation Plan revisions or for the analysis of applications. 11. Uses the Air Information Management System (AIMS) to retrieve and analyze point/non-point source emissions data, as needed. 12. Reviews the Department's Quality Assurance Management Plan in order to develop quality assurance procedures and practices for the point/non-point emission inventories. 13. Responds to requests for emission inventory information from the general public and prepares reports in response to such inquiries. 14. Participates in and attends training programs and meetings as required to develop the necessary knowledge, skills, and abilities needed to perform work in the Bureau of Air Quality. 15. Writes letters, memoranda, reports, guidance and other correspondence to exchange information with facility owners, governmental officials, and the general public. 16. Develops computer applications necessary to store and manipulate emissions inventory data, as necessary. Manages consultant contracts related to emission inventory development. 17. Assists in the preparation of data submissions to the U.S. Environmental Protection Agency and other agencies as required. 18. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. 19.
