Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Review, oversees, and conducts a variety of engineering analysis and work activities off a variety of complex projects such as but not limited to soil bearing capacities, environmental mitigation, and shop drawing approval for assign fabrication. Serves as the liaison/manager to IICs and is the principal review engineer for emergency structural repairs, structure paining contracts, structure cleaning contracts, preventative maintenance contracts, on-demand maintenance contracts, and other designated structural projects. Provides engineering guidance and makes decisions to resolve a myriad of technical and engineering problems encountered and makes recommendations to structural design changes determined necessary to expedite construction activities. Provides reviews of structures and associated plans and working drawings for projects in progress to ensure conformance to established Department standards, specifications, and schedules. Assists or takes the lead in mediating differences between contractors and District inspection personnel concerning the use and interpretation of contract requirements, engineering plans and specifications, extra work orders, or other aspects of the contract requirements. Utilizing sounds engineering judgment and practices to assist other IICs with field structural problems and resolves them. Provides technical and engineering expertise to IICs to ensure complete understanding of the structure plans and specifications and ensure conformance to same. Reviews, analyzes, and approves demolition plans of single and multiple span concrete, masonry, and steel structures. Directs and evaluates Test Pile and Pile Dynamic Analysis for footer construction. Analyzes cofferdam, temporary shoring, and sheeting piling plans and recommend next actions. Assists with Construction Scheduling and Constructability Reviews as required. Based on engineering principals, assists in resolving all structure related problems during construction phase, such as, but not limited to fabrication shop issues, design plan issues, specification related issues and structural material issues. Responds to inquiries and customer service to motorists, property owners, and residents; public officials, etc., while administering various aspects of construction projects. Drafts a variety of responses to inquiries and proposed problem resolution for distribution to involved parties. Reviews and provide a recommendation for contractor submissions of falsework, pile hammer, working drawings, and shop drawings, for conformance to design plans based on the American Association of State and Highway Officials (AASHTO), Bridge Design Specifications, and Design Manual 4. Participates in the inspection of bridge or related structure construction projects in the District to provide guidance in securing compliance and ensuring uniform enforcement with the project contract specifications, plans, and special requirements; Departmental and Federal requirements, standards, policies and codes; and advises all projects of widespread problems. Resolves problems involving conflicts between design plans and field condition. Processes work orders required for any additions or deletions to contract items, quantities and costs. Assists in preparing routine and special technical and status reports as required. Interact with supervisors, District Bridge Design Staff, Central Office BQAD and BCOM Staff, Contractors, Consultant Engineering partners, Federal Highway Administration and field inspection staff in the accomplishment of assigned responsibilities. Interacts with Department staff, other federal, state, and local agencies, legislators, and the general public to ensure effective administration of transportation construction projects. Performs other related and miscellaneous duties as required. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: - Immediately stop any unsafe actions. - Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: - Immediately stop any unsafe actions. - Incorporate safety into all discussions, deliberations, and decisions. - Continuously communicate the safety direction. - Inspire employees to be a MODEL for safety. - Encourage and support safety initiatives and programs by participating and involving your staff. - Recognize safety daily. - Acknowledge EXTRAORDINARY achievements. - Learn and improve through After-Action Reviews (AARs). - Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they worked – i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hour's employees work is fully accounted for on payroll sheets. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Be able to decide, without prior approval, on an appropriate course of action that will enable the construction project to advance toward completion and that will enable the appropriate administration of the construction contract to occur. These decisions include, but are not limited to: the interpretation, application, and enforcement of all relevant environmental permits, review and approval of complex, detailed structural components; recommendations on the preparation of work orders and estimates; provide direction to contractor when appropriate in order to address construction field issues; authorize additional work to the original contract; issue NTP to contractor; recommend time extensions to contractor, negotiate contractual issues with the contractor; approve complex plan changes. Decisions which may require the concurrence of the ADE-C, the DE, a fellow manager, or someone other than the incumbent include, but limited to: Authorization of work outside of PENNDOT's right-of-way; major modification to approved structure design plan; settlement of any contractual claims; approval of work that exceeds obligation authority or PMC approved amounts. |
