Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Registered Nurse Instructor Supervisor (RNIS) provides overall direction and leadership for the hospital's Staff Development Department including supervision of Registered Nurse Instructors and Clerical Assistant 2. The RNIS chairs the Staff Development Committee. Additionally, the RNIS is responsible for oversight and coordination of nursing education and the provision of nursing orientation and continued education. An important aspect of this position is to provide training on all three shifts when indicated. Work schedule may need to be modified and be required to come in by alternating days off. In addition, may need to rotate shifts to accomplish assignments. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assess, plan, direct, manage, conduct, supervise, and evaluate all training programs for staff, which includes but is not limited to physicians, RNs, LPNs, Psych Aides, FSEs, psychologists, social work services, pharmacists, occupational therapists, recreation, ancillary services, in both the civil/step-down and forensic sections of the hospital, and students. This position also requires research of current literature for course development, which includes writing course objectives, course outlines, lesson plans, and Power Point presentations, video conferencing devices, and creation of in-service training designs. Assess, plan, direct, assist, and monitor the coordination of training programs, when indicated; develop, distribute and analyze course evaluations. Revise courses and course content as needed based upon evaluation results, recent data analysis, national, state, and local health care trends, etc. in order to meet the goals and objectives of Norristown State Hospital and the Staff Development Department. Plan for, provide and coordinate initial orientation for all new employees. Review the curriculum and content materials of the general orientation program for all new employees, contract providers, and students. Coordinate and conduct General and/or Clinical Orientation courses assigned in order to meet DHS, CMS and other nationally recognized standards. Provide technical assistance to all hospital departments heads and supervisors by aiding them in assessing employee training needs. Assess, plan designs, implement and evaluate training programs to meet these identified needs or specific competencies as well as learning needs identified through performance improvement efforts, employee evaluations, compliance issues or healthcare trends, as well as those educational needs requested by the Hospital’s CEO. Develop methods to evaluate effectiveness of training in order to provide a competent work force. Coordinate and conduct educational hours by planning agendas, speakers, and providing direct stand-up training in order to promote effective hospital and community relationships. Plan, conduct, and coordinate the Basic Life Support Training (CPR) for designated hospital employees in conjunction with the applicable standards of the American Heart Association. Provide for the overall administration of Staff Development by preparing training schedules for the hospital. Revise and develop Staff Development policies and procedures, as assigned in order to promote optimal departmental functioning. Completion of the organization needs assessment, Develop training designs for in-service trainings. Provide support to the organization’s continuous Performance Improvement Program by conducting audits and environmental surveys as assigned, completing the necessary forms and informing the director of the results of these studies. Chair, participate in hospital committees, task forces and faculty meetings by attending, planning or directing or meeting as assigned, providing appropriate input and the opportunity for Staff Development involvement in hospital affairs in order to promote Staff Development’s visibility and involvement in overall daily hospital operations. Participate in training activities by attending appropriate and/or required in-service and out service training in order to maximize employee competencies, knowledge, and abilities. Manage, coordinate, and track staff request/attendance for OST opportunities and COW assignments for all personnel. Maintain archival and current files as required by DHS, CMS and other nationally recognized standards with regards to all employee training opportunities. Develop, implement and refine the curriculum of the psychiatric aide and forensic security employee-training program to meet DHS and CMS standards. Develop and maintain employee records regarding course content and attendance for required in-services for all employees consistent with licensure/recertification process. Provide viable clinical experiences for all clinical staff which includes but is not limited to psychiatric aide trainees, in order to provide quality patient care and successfully complete the required competencies set forth in DHS and CMS. Exemplify quality adult learning experiences by reviewing feedback from participants. Assess and update the psychiatric aide training/FSET program on an on-going basis and provide feedback to significant others, i.e., students and Director of Nursing. Develop and implement policies regarding psychiatric aide/FSET training program to ensure compliance with DHS and CMS requirements, i.e., cheating, misconduct, record keeping, etc. Document student progress and completion for psychiatric aide training/FSET program consistent with the orientation checklist. Plan, implement, and evaluate training for registered nurses which grants continuing education credits by the PA Nurses Association in elementary and advanced nursing theocracies/practice in areas such as CPR, ergonomics/body mechanics, transcription of medication/physician orders, assessment, treatment plans, infection control and gerontology and psychiatric nursing principles. Provide technical assistance, support, and education to clinical staff related to standardization and improvement of key process of care by the development of clinical protocols and algorithms. Conduct investigations by interviewing all involved parties, receiving statements, collecting data, and compiling a comprehensive report in a timely manner, for the CEO's review in order to assure the protection of consumer and employee rights and to meet all hospital and DHS standards and policies. Also, to participate in ongoing training related to abuse investigation techniques in order to assure compliance with existing standards. Provide consultation, assistance and training to external agencies and/or individuals as requested to promote collaboration in service provision and to enhance community services. Serve as the Training Coordinator for current training software for Norristown Sate Hospital. Provide orientation and hospital tour to students and academic visitors. Incumbent reports on in-service training. This involves periodic revision of attendance forms to provide needed information, continuous coding of these forms to adapt hospital information to DHS’s Training Software, extracts information from software into formats usable by Hospital Administration, Nursing and various accrediting bodies; periodic review of data for accuracy. Responsible for the implementation and maintenance of the Out-Service Training Program. This involves providing information to department heads, supervisors, and employees regarding the specific provision of the tuition reimbursement and Out-Service Training Programs; consulting with departmental managers on the selection of applicants to receive funding based on the needs of the organization, contractual obligations, availability of funds, affirmative action; review of all requests regarding approval or disapproval of funding and/or educational leave time; insuring timely submission of all documents and reports related to Out-Service Training; monitoring expenses and leave time; serving as liaison with vendors to ensure timely payment for services. Electronic Health Record (EHR) Duties: 1. Proficient knowledge base of current EHR for all classifications in order to train and support clinical staff on Netsmart functions. 2. Manage Norristown State Hospital enrollment spreadsheet and MyAvatar User Access Request spreadsheet for practitioners (all individuals who need access to Netsmart). 3. Troubleshoot EHR issues, collaborating with Medical Records, IT and Netsmart Harrisburg to resolve problems quickly. 4. Collaborate with Medical Records and Nursing Management to ensure compliance with HIPAA and other healthcare data privacy regulations. 5. Collaborate with Pharmacy to ensure Netsmart function in relation to the BD ES Med Station (Pyxis). 6. Assist in EHR upgrades, migrations, and system optimization projects. Perform other related duties as requested. Incumbent is required to report to work during a disaster. ADA Essential Functions: 1. Demonstrate knowledge of theories, standards and practices of professional nursing. 2. Demonstrate knowledge of current developments in field of mental health and profession of nursing. 3. Demonstrate knowledge of adult teaching methods and instructional aids. 4. Demonstrate knowledge of certification (CMS) requirements. 5.
