Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. To oversee the Norristown Field Operations Office which is responsible to perform site review visits at nursing facilities and Living Independence for the Elderly (LIFE) centers in the geographic area of Berks, Bucks, Chester, Delaware, Montgomery and Philadelphia Counties. The reviews consists of evaluating clinical and fiscal records in accordance with established Utilization Management Review standards and procedures to assess compliance with State and Federals requirements. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. -Responsible for managing Civil Service and Contract staff and the day-to-day operations of the Field Office. - Manage and evaluate the ongoing performance of Field Operations professional and administrative staff to ensure a high level of professionalism and performance. - Participate in planning, developing and implementing operational procedures for the review process and to continually evaluate and streamline the process for effectiveness. - Recommend policy changes in accordance with established procedures to further efficient and effective operations. - Review, understand and relate pertinent Department, State and Federal policies and requirements to Field Operations staff to ensure operational compliance. -Participate in the development of new and/or revision to existing medical assistance policies and regulations. - Ensure the Field Operations policy and procedural manual is maintained and updated in the field office to ensure organizational consistency. - Ensure and provide in-service training and conduct regular staff meetings for field staff to keep them informed of changes and compliance with established standards. - Participate in NF conferences, meetings and reviews as necessary to evaluate and assist Field Operations staff. - Act as a resource for the exchange of information through verbal and written communications with NF to enhance awareness of applicable State and Federal requirements. -Provide technical assistance to NF and LIFE staff as needed to achieve compliance with applicable Federal, State, and Department requirements pertaining to the Field Operations review process (MDS.OBRA. Financial, LIFE). -Coordinate and interact with other Agencies and Departments to ensure appropriate services for individuals using long-term living services. -Perform assessments for individuals in the Home and Community Based Waiver Programs (HCBS) as requested. -Assist with other PDA/OLTL projects as an assessor or monitor of services, as necessary. -Participate in workgroups and committees as assigned. - Travel to NF and other locations in the state, as assigned, to perform job duties. - Perform other related duties as required. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. - Maintain staffing by interviewing, hiring and overseeing the training of new staff in accordance with applicable Department policies and standards. - Monitor and approve leave usage to ensure compliance with Department requirements. - Monitor work results of the field staff to ensure regional goals and objectives are achieved. - Be knowledgeable of contractual and administrative rights and obligations for staff to ensure compliance and that all Department Personnel disciplinary policies are followed. - Approve and monitor scheduling of NF reviews and evaluate post review statistical data to ensure appropriate utilization of staff and resources. - Approve Post Review recommendations and NF Corrective Action Palne to ensure completeness and accuracy. |
