Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises HR activities to include planning, assigning, and reviewing work; providing guidance, direction, and training; and evaluating performance. Communicates routinely with the DMVA HR Central Office and the OA Enterprise teams to assist with HR Operations. Although the position is involved with various functional areas, some have direct oversight and involvement from the DMVA HR Central Office and OA Enterprise teams. Collaborates with DMVA HQ and/or Enterprise OA teams staff to provide advice and guidance to facility staff on fair and consistent application of policies and collective bargaining agreements. Acts as a liaison between employees and management to address concerns, improve communications, and enhance overall employee satisfaction. Collaborates with other facility HR teams, DMVA HR Central Office and facility to implement strategies for employee engagement, retention, and performance management. Makes recommendations for and participate in Condition of Continued Employment (COCE) procedures as necessary. Works with the DMVA Central Office Workforce Planning Coordinator to develop and implement comprehensive workforce and succession planning strategies to ensure the staffing needs align with strategic goals. Collaborates with facility leadership to foster a robust pipeline of skilled employees, promoting organizational resilience and sustainability. In conjunction with the DMVA HR Central Office and OA Enterprise Recruitment, executes effective recruitment strategies to attract top-tier talent, aligning with the facility’s goals and cultural values. Works with OA Enterprise Recruitment to utilize innovative sourcing techniques, leveraging social media, professional networks, and industry partnerships to identify and engage potential candidates. Utilizes data provided by OA Enterprise Recruitment and OA dashboards to assist with optimizing recruitment efforts, utilizing metrics such as time-to-fill, turnover, and retention data. Provides regular reports and updates on recruitment activities, contributing to overall workforce planning and organizational success. Serves as a mentor and coach to new hires, current employees, managers, and supervisors. Provide one-on-one coaching sessions to employees, offering guidance on career development, goal setting, and skills enhancement. Increases consultation with leadership, managers, and supervisors, as necessary. Develops and implements mentoring initiatives to connect experienced employees with less experienced ones, facilitating knowledge transfer and skill development. Conducts regular assessments to measure the effectiveness of coaching/mentoring by gathering feedback for continuous improvement. Collaborates with managers/supervisors to identify high-potential employees who would benefit from coaching and mentoring relationships. Fosters a culture of continuous improvement and learning by promoting the importance of coaching and mentoring at all levels within the facility. Works with DMVA HR Office and OA Enterprise team on determining when it is appropriate for an Independent Medical Examinations (IMEs), Independent Psychological Examinations (IPEs), field case management, labor market surveys and vocational rehabilitation. Follows procedures as outlined in the Transitional Duty Policy for Work-Related Injuries (PIM 08-009). This includes reviewing and approving transitional duty assignments in coordination with the supervisors, including utilizing the Injury Leave Checklist to ensure proper procedures have been followed and the appropriate letters have been sent regarding each worker’s compensation claim. Ensures the appropriate input all work-related injury claims into the SAP system. Submit PARs for all WC Transactions to the WC Resource Account for processing. Attend WC Hearings and provide a summary to the Agency WC Coordinator within the next five (5) business days. Coordinate claims processing with the third party administrator. Serves as an active member of the Health and Safety Committee and subcommittees. Conduct or assist with conducting work-related injury training. Ensures appropriate and needed training courses are available and offered at the facility. Assists with the presentation of agency and supervisory related trainings that are not handled by the OA Talent Development teams. Reviews out-service training requests for accuracy, job-relatedness, and cost. Submit requests to central office for approval. Provide guidance on tuition reimbursement and out-service training to supervisors and managers. Provides local oversight and guidance for the homes’ Employee Performance Review (EPR) program. Ensures there is coordination with designated central office points of contact for timely completion of EPRs and appropriate notification is sent to supervisors and managers Assists managers and supervisors with position descriptions and the online PD system and general questions as needed. Assists supervisors and managers with requests for the reemployment of Commonwealth annuitants in accordance with appropriate Management Directives and DMVA Policy Memorandums. Forward annuitant requests with recommendation to Enterprise Org Management staff. Represent the agency at local Unemployment Compensation hearings. Investigate and prepare the department’s case by gathering witness statements and termination packages. Testify, present materials and witnesses, and conduct cross-examination of witnesses. Serves as a member of the facility’s Employee Recognition and Employee Association Committee. Collaborates with the Agency SEAP Coordinator. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to supervisor. Perform other duties as required. |
