Position Purpose:

Provides professional work and support within the District's Planning and Programming Unit to ensure its operations are conducted efficiently and effectively.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assists the District Planning and Programming Supervisor in carrying out duties and responsibilities.

Provides support to the North Central (NC)Planning Region’s project cost adjustment items (management actions and Fiscal Constraint Charts (FCC)) ensuring timely submission and approval to keep projects funded and delivered according to predetermined LET schedule. After the actions are completed, verify that they were done correctly and communicate new funding details with the Project Manager (PM)/Inspector In Charge (IIC) that requested the funding adjustment.

Provides support in the project selection and submission of the annual grant and discretionary funding programs by providing a knowledge base for delivering competitive funding program submissions. Provide assistance and guidance to external partners involved in their efforts to deliver competitive grant and discretionary funding programs.

Coordinates and tracks awarded project funding and maintains MPMS records for these awards.

Assists managers through the extraction, communication, and storage of Planning and Programming related data such as Crystal Reports, One Map, MPMS reports, MPMS Data Extract Tool, GIS mapping software, Fiscal Constraint Chart builder, PDIF, Excel, ECMS, Videolog, Pavement Management Plan, and Straight-Line Diagram (SLD). Utilize GIS mapping software and tools as necessary to provide improved visualization of data.

Provides support to the operations of a Planning Region through attending their meetings, developing necessary management actions, and providing overall support as needed in their endeavors to include Long-Range Transportation Plan (LRTP), Transportation Improvement Plan (TIP), and Twelve-Year Plan (TYP) development, maintenance, and funding related items. Tracks available funding surplus and needs that can be applied to that region. Provides both regular and end of Federal Fiscal Year (FFY) funding actions that utilizes all available funds.

Planning and Programming Duties:
Assists in the development and maintenance of the Twelve-Year Program (TYP), Transportation Improvement Programs (TIPs), and Long-Range Transportation Plans (LRTP) for the Metropolitan and Rural Planning Organizations.

Attends meetings representing the Department either with, or in place of, the supervisor which includes Metropolitan and Rural Planning Organizations and numerous planning meetings with Local sponsors of highway projects.

Attends local, regional, and statewide transportation, planning, and programming related meetings as required.

Tracks Federal, State, and local funds established for projects using various means, such as MPMS, Federal FMIS (Fiscal Management Information System), TIP (Transportation Improvement Program), and through inquiry of the District Fiscal Officer. Track funding surplus and needs for the assigned Planning Region and provide discussion as necessary at both the monthly Cost Increase meeting and Quarterly Surplus/Needs meeting.

Works with the District Department Force Bridge (DFB) Coordinator to ensure appropriate, adequate, and timely funding of the various DFB project phases.

Assists the Metropolitan and Rural Planning Organizations in conducting transportation planning studies by serving on steering committees and as a District resource person.
Prepares transportation planning and funding related reports for collection, validation, analysis and projection of transportation planning and programming data and information.

Multi-Modal Project Management System (MPMS) Duties:
Inputs data and information into MPMS to either establish new projects or update and add to existing projects. Ensures phase estimates of active projects are no more than 6 months old, through obtaining updated Cost Containment sheets from Project Managers and updating the estimate screen in MPMS.

Reviews information in MPMS for correctness and completeness. When needed, verify that information and revise as necessary. Corrects duplicate and multiple project entries within MPMS.

Enters new or revises existing let dates in MPMS as supplied by the portfolio manager. Calculate the projected dates of other milestones related to the Let Dates and input them into MPMS. This includes revising physical readiness, start of phase, notice to proceed, award, and completion dates.

Answers or researches answers to MPMS-related questions from MPMS users or individuals seeking information from MPMS i.e., furnishes programmed and expenditure amount information to Project Managers and design support areas.

Serves on statewide task forces as requested and when possible.

As needed, develops Work Breakdown Structure (WBS) numbers for project phases using various sources, such as function classification maps, Strike Off Letters, the 4232 manual, and the District Fiscal Office.

Assists in the District's Inactive Obligations resolution effort as requested by the supervisor.

Assists in the review and update of the Highway Functional Classification reviews as requested by the supervisor.

Assists in the Capital Budget submission when requested by supervisor. Works to obtain Capital Budget approval needed on specific projects from other projects in MPMS.
Processes 4232s.

Maintains continuous knowledge of the PennDOT Connects process to be aware of its benefits to the department and stakeholders. Coordinates and participates in meetings with municipalities and documents the discussions.

At the end of the biannual DRAFT TIP update process, “attach” projects phases, by funding type and FFY, in MPMS according to the DRAFT TIP spreadsheets.

Miscellaneous:
• Develop, as necessary, various spreadsheets and PowerPoint presentations for the Planning and Programming unit.
• Track and complete various deadlines as necessary.
• Maintain continuous knowledge of the PennDOT Connects process to be aware of its benefits to the department and stakeholders, and process documentation.

Performs other duties as required.

Succession Planning
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.
