Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Coordinator of Subsidy Administration reports to the Chief of the Division of Subsidy Administration in the Bureau of Financial Operations. This position provides advanced professional and supervisory work requiring the management of professional staff. This position establishes, plans and supervises the activities of other accountants; advises the Division Chief on accounting procedures related to appropriation forecasting, subsidy calculations and reconciliations; develops guidelines and directs the activities of support staff. A major responsibility of this job involves the Department’s administrative role of numerous sections of Special Session Act 1 of 2006, known as the Taxpayer Relief Act. This position is required to be knowledgeable of the PA Public School Code of 1949 and other laws governing various financial aspects of local education agency (LEA) budgeting, financial reporting, and overall fiscal matters, as well as the Chart of Accounts in the “Manual of Accounting and Financial Reporting for Pennsylvania Public Schools.” This position also oversees the administration of several State subsidies for which the Division is responsible. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Manages the administration of various sections of the Taxpayer Relief Act (Act 1). Supervises the examination of financial data submitted by school districts, including preliminary budgets and proposed increases in tax rates. Reviews school district requests for referendum exceptions to increase the tax rate beyond the allowed index amount; approves or disapproves referendum exception requests based on the school district’s annual financial reports and accompanying information; calculates the dollar amount and new tax rate based on approved referendum exception. Annually coordinates updates to electronic data collection application (CFRS-GFB) and instructions and online data collection application for Act 1 referendum exceptions (RES). Supervises the preparation of various data elements and allocation amounts. Calculates the annual base and adjusted indices for each school district, which set the tax rate increase allowed without requirement for a public referendum or a referendum exception. Updates the State Property Tax Reduction Allocation formula, as required, based on changes to Act 1 Annually updates worksheet, or other electronic process, used by school districts to submit Sterling Act Tax Credit information to the Department, as required by Act 1. Calculates and distributes allocations to school districts from the Property Tax Relief Fund. Communicates with individuals and agencies outside of the Department in accordance with the timelines prescribed in Act 1. Communicates with various school district and school board personnel to convey information relating to the provisions of Act 1, including but not limited to: notification of the school district’s annual index, approval or disapproval of referendum exceptions requested, and amount of allocations to be distributed. Prepares a legislative report to members of the Senate and the House of Representatives identifying school districts that have sought a referendum exception and the results of the Department’s review of the request. Prepares all items to be publicly published in the Pennsylvania Bulletin according to the guidelines set forth in the Act. Communicates with school district personnel and taxpayers in response to questions concerning Act 1. Supervises the analysis of complex financial data to prepare reports and financial forecasts for management including estimated and actual subsidy amounts, the financial impact of the subsidy requested, or other related information. Oversees various activities related to school accounting and subsidy administration assignments in the Division. Supervises staff involved in the accounting operations associated with the state appropriations administered by the Division, which include the following: Basic Education Funding, State Property Tax Reduction Allocation, Pupil Transportation Subsidy, School Employees’ Social Security, Nonpublic and Charter School Pupil Transportation Subsidy, Tuition for Orphans, and Payment in Lieu of Taxes. In addition, this Section administers the Secondary Career and Technical Education Subsidy and the School Employees’ Retirement Subsidy. Oversees the charter school subsidy redirection process. Works closely with staff and confirms the accuracy of charter school redirection memos and files. Prepares accounting reports indicating appropriation activity, such as revenues and expenditures, during the fiscal year. Participates in user requirement analysis for the design and modifications of web-based data collection systems such as CFRS (Consolidated Financial Reporting System), EDC (Education Data and Calculations) eTran (Electronic Transportation), RES (Referendum Exception System), and SSR (Social Security Reimbursement). Supervises accounting staff involved in the review and compilation of General Fund Budgets from school districts, career and technology centers, and charter schools. Coordinates changes to design and functionality of CFRS-GFB, which is used for budget submission and real estate tax rate calculation. Supervises accounting staff involved in the compilation and dissemination of school district financial data reports containing revenues, expenditures and fund balances. Determines financial-related data elements to include on new web pages based on an analysis of the frequency of various ad hoc data requests. Prepares ad-hoc analyses of data based on requests by Department executive staff, Governor’s Office, and legislative staff. Oversees professional and support staff. Assigns work and guidelines to complete work (when required) to subordinates. Reviews work submitted for accuracy, adherence to established guidelines, and timeliness. Supervises and evaluates day-to-day activities of staff, approves/disapproves employee leave requests, prepares employee evaluations, conducts employment interviews, and administers discipline when necessary. |
