Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. SUPERVISION: As assigned by the District Forester’s representative, supervise and assist the Equipment Operators, Forest Maintenance Workers, and Laborers in the performance of the following duties: 1. Maintenance and / or repair of: A. Road System – 76 miles of the District’s class I and class II state forest roads in accordance with the Best Management Practices. Participate in work and check quality and quantity of subordinates work. Work includes ditch and culvert cleaning, grading, pipe and headwall replacement or repair, and cutting and removing trees and brush from road side. Includes the operation and use of light trucks, dump trucks, industrial tractors, road graders, backhoes, gradall, tracked loaders and dozers, stone rakes, portable generators, chain saws, and miscellaneous hand tools. B. Boundaries – 73 miles of the District’s State Forest boundary line in accordance with the State Forest Manual and the Districts boundary maintenance schedule. Work includes surveys, painting blazes, numbering corners and posting tags. Work includes interpretation of maps and walking across adverse terrain. C. Facilities – Includes structure and grounds maintenance for buildings, latrines, hand pumps, fire places and tables. Also includes numerous steel gates, wooden signs and temporary signs. Facilities maintenance includes the use and operation of lawn care equipment, power and hand carpentry tools, cutting torches and welders, mechanics tools and miscellaneous tools for construction, plumbing, painting etc. D. Equipment – includes scheduled routine maintenance on motor vehicles or pieces of industrial equipment. Also includes snowmobiles, riding mowers, fire pumps and miscellaneous power and hand tools. Maintenance and repair is done with mechanics tools and standard shop equipment. 2. Forest Fire and other Emergencies: A. Respond to and extinguish forest fires throughout Forest District 16. Includes operating dozer, using fire pumps, forest fire hand tools and back firing devices to make initial attacks on smaller fires or attacks on portions of larger fires. On larger fires includes serving in an overhead capacity as needed or as a support unit supplying tools, water and equipment to manpower on the fire. Assist with the Districts' Prescribed Burn program. . B. Respond to searches for missing persons or other emergencies as requested, in cooperation with other government agencies. Forest fire suppression and other forest related emergencies requires the use of mobile and portable radios according to F.C.C. and Bureau regulations and the use of topographical maps and compasses. 3. Safety Program Field Implementation A. Assuring that the Ansonia South Division materials and equipment are safe in accordance with Dept. of Labor and Bureau of Forestry safety standards. Includes posting literature, inspecting fire extinguishers, labeling hazardous materials and abating general hazards. B. Assuring that field work sites are properly marked with signs and / or barricades to prevent accidents involving the public and / or employees and that hazards are eliminated as soon as possible. C. Assuring that self protective equipment such as hardhats, goggles, face shields, chaps, hearing protectors, gloves and other safety gear is available at the job site and used in accordance with the Bureau Safety Code. D. Assure that employee work methods and habits are safe and in accordance with the Safety Code. 4. Attend Supervisory trainings as outlined in the training manual; as well as the annual Forerst Maintenance Supervisors meeting. ADMINISTRATION In cooperation with the District Forester’s representative, ensure that all administrative functions relative to the Ansonia South Division are handled as effectively as possible, including the following duties. 1. Planning – developing objectives, specific work plans and necessary diagrams. Includes scheduling jobs, organizing manpower and ordering job specific materials and equipment in coordination with other District activities. 2. Employee Mgt. – for the Equipment Operators, Forest Maintenance Workers and , Laborers directly supervise. Includes: A. Interviewing prospective employees and making selections to fill job . Openings. B. Training employees including general orientation, job specific procedures, Safety and forest fire suppression. This includes the use of on line computer training, A.V. equipment, training manuals, demonstrations and lectures. C. Making Employee Performance Reviews using standard writing and Computer on line forms evaluating, counseling and correcting if needed. Also reviewing time sheets and leave requests. C. Working with employee relations matters and the administering of Disciplinary action as warranted. 3. Inventory and Supplies. A. Ordering or purchasing the standard materials, supplies, tools and small equipment necessary for routine operation of Ansonia South Division in accordance with Departmental and District procedures. B. Assist in taking the District’s Capital semi – expendable inventory. This Involves keeping track of and maintaining a record of those included items. 4. Reports, Records, Files A. Maintain an open line of communication, concerning Ansonia South Division activities, with the District Forester and his representative. B. Chart and submit monthly summaries of fuel and oil receipts and Distributions, by actual measurement, for the Ansonia South Division. C. Chart daily and submit monthly summaries of automotive activity for the Ansonia South Division. Also chart preventative maintenance on those vehicles. D. Maintain a general file concerning Ansonia Division employee, work and Public relations activities and relative Department and Bureau policies. File should include straight line road diagrams and equipment and safety manuals. E. Complete erosion and sedimentation plans for projects within the work unit. F. Use a computer for purchasing and personnel management. PUBLIC RELATIONS 1. Public Relations Programs – participate in forest fire prevention and other environmental awareness programs as needed. 3. Assistance – provide Bureau public use literature, information, directions, suggestions and reasonable and allowable assistance to State Forest users. Essential Functions Direct work force in such a way as to minimize safety hazards. Motivate employees by meeting their needs in instruction, personal fulfillment, communication, and encouragement. Provide a positive example. Exercise good judgment in scheduling projects to meet seasonal or periodical deadlines. Complete on line personnel forms such as time sheets, leave requests, accident reports, E.P.R.s etc. Work Site: Wilson Maintenance Headquarters is a facility that is shared by two Forest Maintenance Supervisors. Both Forest Maintenance Supervivors must coordinate work efforts to reduce costs and best utilize their respective work forces. Teamwork and cooperation between crews will be necessary to obtain Tioga State Forest goals and DCNR goals. |
