Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. During activations for pre-planned events or disasters, this position will assist in the development, promotion, and coordination of the state-wide emergency management missions of Protection, Prevention, Mitigation, Response and Recovery efforts; working quite often in adverse conditions, to include but not limited to longer than usual work hours, working in inclement weather, traveling long distances, and quartering in field conditions. Maintain familiarity with all emergency management programs administered by/through the PEMA Area Office to effectively support state emergency management programs and assignments. Assists in the coordination of state emergency response and recovery operations as a PEMA liaison officer to county and municipal governments. The Emergency Management Specialist works under the general supervision of the Western Area Emergency Management Supervisor. Serves as the primary point of coordination as a PEMA Liaison to counties within the region. Additionally, this position’s focuses on the Emergency Management Performance Grant (EMPG) Program (EMPG), Annual Statement of Work (ASOW), State Correctional Institute’s Emergency Plans Program, and PA Dept. of Environmental Protection Dam Emergency Action Plans Program. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. • Work closely with the PEMA Bureau of Grants Management to administer the Commonwealth’s Emergency Management Performance Grants/Annual Statement of Work program and support PEMA’s initiatives that encourages the development of comprehensive disaster preparedness and assistance plans, programs, capabilities, and organizations by county governments. Assist in the coordination and administration of the county submission of the EMPG/ASOW documents. Review for completeness, accuracy, and compliance with program responsibilities. • Work closely with the PEMA Planning Division and DEP Division of Dam Safety to administer the Commonwealth’s Dam Safety program and support PEMA’s initiative that provides for the safety of dams and reservoirs throughout the Commonwealth to protect the health, safety and welfare of its citizens and their property. Reviews and coordinates all dam Emergency Action Plans (EAP’s) submitted by dam owners located in western PA. • Work closely with the PEMA Planning Division and the PA Department of Corrections to administer the Commonwealth’s State Correctional Institutes Emergency Support Annex Plans and support PEMA’s initiatives. Coordinate and participate in the “annual plan review” meetings with the State Correctional Institute facilities in western PA. • Represents the Area Office at various emergency management public outreach events. • Assist counties in special emergency management related projects as may be prescribed by state and federal requirements. • Serve as a primary point of contact (POC) between PEMA and the county EMA offices/support/directing committees. • Coordinates and contributes to the development of continuing education/public education materials for use by county EMA, municipal EMA, etc. • Assist in the development, conduct, and evaluation of county coordinator certification exercises. • During activations for pre-planned events or disasters, the position will assist in the development, promotion, and coordination of the state-wide emergency management missions of Protection, Prevention, Mitigation, Response, and Recovery efforts, working quite often in adverse conditions, to include but not limited to longer than usual work hours, working in inclement weather, traveling long distances, and quartering in field conditions. • Perform PEMA Liaison duties at special events and emergency response locations. • Perform PEMA WAO Liaison duties to assigned counties on a daily basis. • Conduct or assist in the planning of seminars, conferences, meetings, training sessions. • Participate in federal, state, county, and municipal exercises. • Evaluate and prepare reports related to county exercises. • Responsible for completing mandatory FEMA independent Study Courses as requested: IS-100 Introduction to ICS IS-700 Introduction to NIMS IS-800 National Response Framework IS-2200 Basic EOC Functions “Certain positions require certification in the FEMA Professional Development Series (PDS) or the Emergency Management Professionals Program (EMPP) Basic Academy courses, within six months of hire.” • Attend appropriate state and federal sponsored training sessions to maintain proficiency in areas of responsibility. • Maintain familiarity with all emergency management programs administered by/through the PEMA Area Office to effectively support state emergency management programs and assignments. • Maintains familiarity with government entities, elected and appointed officials which serve and support the region. • Maintains knowledge of county and key municipal EMA staff members. • Assists the Area Office Training lead as required. • Presents training sessions for Duties & Responsibilities, Damage Assessment, EMC Orientation, and others as necessary. • Prepares and submits official action, official visit reports in a timely manner using approved standard reporting formats. • Performs functions such as correspondence, and report preparation, record keeping, etc., in conjunction with preforming assigned duties. • Keeps counties advised of program changes, new initiatives, etc., to the greatest extent possible. • Serves as the assigned program area’s primary point of contact (POC) between PEMA and county EMA offices/support/directing communities. • Coordinate, guide and assist in the delivery of field damage assessment efforts during disaster recovery efforts. • Assist in the conduct of Small Business Administration declaration recovery operations to include damage assessment operations and serving as a Disaster Loan Outreach Center Liaison. • Assist in the conduct of Individual Assistance declaration recovery operations to include damage assessment operations and provide technical assistance to counties for the completion of Impact Statements. • Assist in the conduct of Public Assistance declaration recovery operations to include Applicant Briefings, exploratory Calls, Recovery Scoping Meetings, and development of project worksheets. • Assist counties and municipalities in the preparation of Public Assistance declaration Project applications and supporting documentation. Review submissions for completeness and accuracy. • Position serves as a member of the PEMA Safety Committee. Participates in the review of and makes recommendations to various program elements of the PEMA Accident & Illness Prevention Program. • Position serves as Regional Property Officer. Assists in the management of regional property and building maintenance oversight. • Position serves as Facility Continuity of Operations (COOP) planning and maintenance lead. • Coordinates service and maintenance of building and contracts. • Coordinates the security, service, and maintenance of the regional office vehicle fleet. • Operate and provide basic service for copy machines, telephones, radio transceivers, telephone diverter, Fax machines, personal computers, video/computer display projectors, GPS receivers, camera equipment, and basic office equipment service such as replacing paper, toner, etc. • Operates regionally assigned deployable equipment. • Employee in this position may be eligible for telework. • Performs related duties as assigned. Emergency Assignment • This employee is an Essential Worker. • During emergency assignment the employee in this position is to assist in the direction, consistent with Agency policies, plans, practices, procedures, and instructions received, of emergency operations carried out within the Region. • Performs tasks to be assigned during periods of emergency. Such tasks may differ from the normal day to day routine. These emergency assignments are, at times, received with little or no advanced notice and last for any period ranging from several hours, to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less that favorable) conditions and may require travel to a disaster site for short or extended periods of time. • During an emergency the employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Notation of Schedule • Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance. • When necessary, the position requires the adjusting of start and/or end times of the workday to attend scheduled meetings and/or training sessions. Operate a motor vehicle to travel to various field sites and emergency/disaster locations. |
