Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Performs a variety of analytical, preventative maintenance and repair duties for a fleet of construction equipment, trucks, and automobiles. The equipment is powered by gasoline or diesel engines. Repair and maintenance work is performed on hydraulic, electric, heating, cooling, exhaust systems, and manual and automatic transmissions. The employee performs state vehicle inspections for all assigned pieces of equipment that require it, completes required work orders, charges time accurately and reports all equipment accidents or damage immediately. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Repairs and overhauls vehicles such as cars, trucks and tractors; carries out maintenance and repairs on equipment such as sweepers, mixers front-end loaders; repairs and replaces shock absorbers, transmissions, hour meters, clutches, brakes and other parts. Balances wheels and checks for proper alignment, makes minor body repairs, and overhauls and tests alternators and electrical components on vehicles and equipment. Carries out a preventative maintenance program on vehicles, equipment and parts. Performs automotive mechanical diagnostics, tune-ups and tire changes; repairs and replaces engine sub-assemblies; repairs and adjusts the cooling, suspension, electrical, heating and air-conditioning components; and maintains fuel, brake, steering and transmission systems. Repairs or rebuilds construction or shop equipment. Carries out official state inspections for safety and emissions on vehicles as assigned; performs repairs to ensure compliance with specifications; road tests vehicles; fills out inspection stickers and affixes to vehicles and completes State Inspection Records and related inspection paperwork. Identifies equipment programs using diagnostic equipment and procedures to determine problems, repair methods, procedures, tools and parts to be used. Repairs and maintains motorized hand equipment such as chain saws, compressors, jack hammers, tampers, hand mowers and trimmers, routers, patching machine and heating kettles. Reports missing parts or broken equipment as necessary. Maintains assigned work area in a clean, safe condition using proper safety procedures and protective equipment. Is aware of work area hazards and initiates proactive accident and injury avoidance measures. Reports all personal injuries immediately and gets proper treatment to minimize risk of further injury. Performs all necessary routine field adjustments to permit safe operation and minimize wear. Performs minor repairs and preventative maintenance work on equipment which includes cleaning and servicing equipment. Demonstrates repair techniques on assigned equipment to other employees. Assists other Diesel Mechanics in making major repairs to equipment. Maintains equipment records. Maintains a safe work environment for self, co-workers by following proper safety procedures and using protective equipment. Makes visual observations, manual adjustments, reports findings in both written and oral format. Maintains awareness of work area helping self and others to avoid risks and hazards; reports all personal injuries and equipment accident immediately and gets proper treatment to minimize risk of further injury. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Attends environmental training as required. Performs related duties as assigned. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day. |

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Example: Experience using Java; Professional Engineer License Experience: 1. Valid Pennsylvania Class B Commercial Driver's License with the Air Brake Restriction removed or equivalent. 2. Valid Pennsylvania Class A or Class B Commercial Driver’s License and any endorsements necessary to operate specific vehicles or equipment. 3. Valid Pennsylvania Class 4 Inspection Mechanic Certification. 4. Valid Pennsylvania Class 7 Inspection Mechanic Certification. 5. Certain positions require possession of an active Hazardous Materials Endorsement (H). 6. Valid Tank Vehicle Endorsement (N). 7.
