Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is the Unit Manager for the Quality Assurance Unit in the Laboratory Testing Section (LTS), Materials Division (MD), Bureau of Construction and Materials (BOCM). This position supervises subordinate management and professional staff and manages core Laboratory Testing Section (LTS) functions that include: maintenance of the Laboratory Testing Section's International Organization for Standardization / International Electrotechnical Commission (ISO/IEC) 17025 accreditation, the American Association of State Highway and Transportation Officials (AASHTO) R 18 accreditation, and the ASTM International (ASTM) C1077 (Concrete) and C1222 (Cement) accreditations; purchasing, maintenance, calibration, standardization, and checks of materials testing equipment; statistical and/or technical evaluations of test equipment, and procedures; tracking of core competency training programs for LTS materials testing technicians and select supervisory staff; tracking and reporting of established performance metrics for accuracy, timeliness, and continuous improvement; assistance with development and maintenance of the lab safety and chemical hygiene programs, all in accordance with Commonwealth and Department policies and directives and established quality management policies, goals and objectives. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A. Leads and manages the Quality Management System (QMS) and Quality Assurance functions of the Laboratory Testing Section (LTS) through an established Quality Manual in accordance with ISO/IEC 17025, AASHTO re:source, and Cement and Concrete Reference Laboratory (CCRL) quality and accreditation standards. Manages and directs technical and analytical work related to the LTS quality management system through subordinate management and professional staff. Work involves developing standards and directing the review of organizational and workflow processes and performance through performance metrics. Manages the in-house equipment preventative maintenance, calibration, standardization, and check program. Manages the document change and control system, the customer satisfaction measurement process, and the customer complaint and compliment database. Exercises broad independent judgment in planning, directing, and controlling the work of the subordinate management and professional staff, in making technical decisions, and in ensuring the integration, quality, and timeliness of work. Interacts directly with suppliers and internal and external customers to ensure the quality management system maintains a customer focus. B. Leads and manages the ISO/IEC 17025 and AASHTO R 18 mandated Business Management Review Committee to ensure the integrity of the Quality Management System and maintains continued accreditation of laboratory operations through the ISO/IEC 17025, AASHTO re:source, and CCRL accreditation programs. Directs the monitoring and tracking of corrective and preventative actions that drive continuous organizational and process improvement to ensure timely and accurate testing for laboratory customers. Oversees the development and implementation of the Laboratory Testing Section (LTS) Quality Manual, as well as, metrics tracking charts, data collection forms, and other related materials. Represents the Laboratory Testing Section (LTS) during external ISO/IEC, AASHTO re:source, or CCRL laboratory assessments and acts as a liaison with external parties on all matters relating to the quality management system. C. Ensures that employee training and certification programs comply with PennDOT, ISO/IEC, AASHTO re:source, and CCRL requirements. Defines quality management system training needs; coordinates the development of quality management system training plans; maintains training documentation; and monitors the employee training program to ensure continued compliance with internal and external standards and work process documentation. D. Assists the Lab Safety Officer and Chemical Hygiene Officer with documentation and monitoring of the Safety and Industrial Hygiene program of the Laboratory Testing Section to ensure compliance with established regulations and generally accepted practices. E. Leads, manages, and directs technical and analytical work of subordinate staff involved in any Environmental Management program in the Testing Laboratory to ensure compliance with established regulations, the Green Plan, ISO 14001, or generally accepted practices. F. Leads and manages subordinate staff in the conduct of continuous quality improvement efforts. Directs the efforts of staff in leading and conducting benchmarking and reengineering projects; gathering background data; conducting interviews; performing statistical and/or technical analysis of data and information; developing assessments, conclusions, and recommendations; preparing oral and written reports; installing new and improved quality methods and processes; training of personnel; and recommending future projects and initiatives. G. Conducts, coordinates, and participates in leadership meetings and discussions to negotiate for approval of recommendations on managerial problems of high impact and sensitivity, to review organizational performance issues, to report on status of projects, and to develop strategic plans with senior/executive management. H. Ensures projects are initiated, conducted, and the results implemented in compliance with policy and according to sound management analysis techniques to ensure product quality, accuracy, timeliness, and customer satisfaction. I. Leads and manages subordinate staff in the maintenance of Publication 19, Field and Laboratory Testing Manual, which consists of the Pennsylvania Test Methods (PTMs) and information on the processes for revising Publication 19. Maintains editable versions of each PTM and other sections of Publication 19, incorporates approved revisions to the Publication and coordinates the uploading of updated editions/changes of Publication 19 to the PennDOT website. Reviews and comments on PTMs circulated for clearance transmittal review to ensure compliance with established formatting and revision protocols. J. Coordinates and manages or assists with coordinating and managing consultant agreement work orders to supplement Laboratory Testing Section staffing or services related to materials testing, data analysis or improvement of the quality management system. K. Translates general instructions as to the scope of assignment and broad objectives into an obtainable work plan; prioritizes work into deliverable components; distributes work among subordinate staff, other functional laboratory areas, and task organized teams; ensures timely delivery of products and services; and integrates the products and services delivered in such a way that Section, Division, Bureau and Department objectives are achieved. L. Reviews the work of subordinates for compliance with policies, soundness of conclusions, and effectiveness of results. Prepares, signs, and reviews performance evaluations; provides guidance and training on quality analysis and management issues, and provides disciplinary action as necessary. M. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: • Immediately stop any unsafe actions. • Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: • Immediately stop any unsafe actions. • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. • Learn and improve through After Action Reviews (AAR’s). • Enforce accountability. Q. Succession Planning Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. R. Department Green Plan Policy As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. S. Fair Labor Standards Act (FLSA) Unless directed by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work—i.e., all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |

All work is assigned and allocated based upon resources necessary to complete tasks and is reviewed upon completion of assignments. |
