Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Responsible for implementation and supervision of all fisheries management activities in Fisheries Management Area 7 – subbasins 6 B, C and 7 A-F and all of 11,12, and 13, the Juniata River Basin, Potomac River Basin, and much of the mid-Susquehanna River Basin. Performance of duties in this capacity form the basis for the protection, conservation, and enhancement of the Commonwealth’s angling opportunities and aquatic resources in northwest Pennsylvania. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervisory duties and responsibilities for lower level fisheries workers encompassing the full range of preparing position descriptions, initiating personnel action requests (PAR), interviewing and hiring job applicants, preparing employee performance reviews (EPR), preparing job expectations, giving assignments, approving time and activity reports, approving leave requests, and administering progressive discipline, as necessary. The employee also trains and mentors lower level professional and technical fisheries workers. Prepares annual work plans including a list of waters where data collection is to occur, the types of assessment planned, sampling and reporting schedules, etc. Works independently in the conduct of field investigations and studies documenting the biological, chemical, physical, and social attributes of various fisheries for purposes of formulating and updating management plans; establishing benchmark statistics for decision making; and assessing management techniques including stocking, regulations, habitat management and protection, and informing and educating the public on issues related to fisheries management. Responsible for sampling, data management, and reporting according to Fisheries Management Division protocols. Supervises and advises lower level fisheries workers engaged in documenting the quality and quantity of fisheries in watersheds and organizing data for the preparation of technical reports from fieldwork and studies. Prepares or approves and submits final scientific reports including data analysis and interpretation, conclusions, and recommendations for Division Chief approval. Has considerable latitude developing annual stocking requests and preparing annual, quarterly and/or special reports. Works closely with the Division Chief in ordering equipment and supplies and is ultimately responsible for equipment maintenance at the Area level. Represents the agency in meetings regarding fisheries biology and management, gives presentations to variety of audiences related to agency programs and fisheries management approaches. Provides expert testimony as needed. Uses state-of-the-art electronic information technology in various aspects of the job including collecting and managing data, preparing reports and presentations, and communicating with the public. Works with specialists in other PFBC Divisions (e.g., Habitat Management, Environmental Services), other agencies, non-governmental organizations, and the public in the conduct of fieldwork, report review, reporting, and other activities related to fisheries management and habitat protection. Prepares grant proposals and administers grants directed toward fulfilling Fisheries Management objectives for waters in Area 7. Prepares written correspondence and prepares materials for publication in scientific journals, the PA Angler and Boater, and the PFBC website. Performs related duties as required. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Makes day to day decisions with respect to setting priorities and directing field operations at the Area level. These decisions include but are not limited to the determination of safe sampling conditions, gear type and coordination and communication with other governmental and non-governmental agencies as well as the media. Refers decisions on travel to conferences and training, approval of budgets and expenses outside the day to day operation of the Area office, and the establishment of agency policy to the supervisor. |
