Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position performs a range of training and exercise duties for emergency management personnel at the county and local levels, including, but not limited to, reviewing and assessing training needs; coordinating and conducting training; assisting in developing the agency annual training plan; and developing and implementing criteria and techniques to evaluate statewide emergency management training needs and effectiveness of current and proposed curricula. Position also participates in the development of needs assessments, various strategies, AND funding applications. The incumbent promotes interest and participation in emergency management programs and provides guidance and technical assistance to task forces, county and municipal personnel as required. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Responsible for completing mandatory FEMA Independent Study Courses as requested. IS-100 Introduction to ICS IS-700 Introduction to NIMS IS-800 National Response Framework IS 2200 – Basic EOC Functions (online) A person in this position may be eligible for telework. Provides advice and guidance to the County Emergency Management Agencies on a daily basis. Coordinates the on-scene response and recovery in disaster situations of a magnitude often resulting in a Small Business Administration declaration. Acts as the State Manager of a Disaster Recovery Center during a Presidential-declared disaster. Acts as the State Coordinating Member on a Joint Federal-State Preliminary Damage Assessment Team. Prepares coordinator certification exercises for newly recommended county coordinators and other exercises as specified by the Eastern Area Deputy Director. Assists with the design, conduct, coordination and supplying of program material and suggested topics to the Eastern Area Director for quarterly training sessions. Assists the Eastern Area Deputy Director in the training of Eastern Area personnel. Apprise Eastern Area staff of training opportunities and coordinate the assessment and fulfillment of their training needs. Additionally, coordinate and conduct staff training on computer software used in the office. Use the expertise of other members of the staff in accomplishing this computer software training. Assists in development and revisions to basic and/or in-service emergency management training programs and curricula in response to program requirements and identified needs. Assists in the developments and implements criteria and techniques to evaluate statewide emergency management training needs and effectiveness of current and proposed curricula. Incumbent must stay cognizant of all agency training programs to support other Emergency Management Specialists during emergencies. Provides input into annual agency training plan for delivery of PEMA—and federally developed courses to state and municipal public safety personnel; Provides training assistance, guidance and input to the nine Pennsylvania Regional Counter Terrorism Task Force Training Committees and CERT’s. Acts as PEMA course manager for a variety of assigned courses to be delivered to county and municipal public safety personnel. Assists or develops, facilitates and conducts briefings, table top, functional, and full scale exercises; Assist or conduct necessary training to assist counties in completing required certification exercise(s). Performs or assists in staff work necessary for preparation of training materials, classes and documents; Coordinates and conducts regional training of emergency management personnel; reviews and assesses training needs at the county and local level; Ensures that instructional materials and training content of assigned courses are current and reflect current agency and Commonwealth policy; Ensures that appropriate quantities of instructional materials are available for the conduct of courses; Develops and maintains files of courses conducted and completed, and of student roster for courses; Attends and provides training guidance to regional taskforces through either participation in training subcommittees or other committee meetings. Attendance at general taskforce meetings may be required. Assists in identifying, evaluating, and developing improved training resource systems for emergency management training. Assists with development courses of study for use by county and municipal emergency management coordinators to train other persons. Conducts and coordinates regional training and education programs for emergency management personnel at the county and municipal levels. Develops and conducts specialized training to meet unusual or emergency situations. These specialized training programs are sometimes prepared and conducted on short notice as the circumstances demand. Coordinates TCIP activities related to proposed training catalog/new catalog. Establishes and maintains satisfactory course development and presentations skills. Conducts on-site inspections of potential training sites. Assists, as needed, with course registration. Serves on specialized team or committee as required. Performs other emergency management duties, as assigned. Participates and functions in RERP, Weather and other exercises and programs as required by the Agency. TECHNICAL ASSISTANCE, MONITORING, PRESENTATIONS AND REPORTING Collects and maintains quarterly NIMS and Exercise reports and records. Composes correspondence, reports, and other written materials as required. Promotes interest and participation in emergency management programs by addressing civic and government groups, organizing and participation in seminars and conferences related to emergency management training, and conferring with associates in other governmental agencies and the private sector. Conducts or assists in the conduct of meetings, conferences, and seminars designed to instruct, advise and interpret federal and state programs and mandates to emergency management officials, elected officials and members of various volunteer organizations. Travels frequently statewide to provide technical assistance relative to emergency management and education programs as well as conducting training sessions. Performs related duties as required. EMERGENCY ASSIGNMENT This employee is an Essential Worker. Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time. This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance. Operate a motor vehicle to travel to various field sites and emergency/disaster locations. |
