Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Coordinate all purchases made by the district with vendors. 2. Independently prepare purchasing documents. 3. Keep current on Department rules and regulations regarding purchasing in order to properly prepare documents for District signatures. 4. Interpret Bureau and Department Administrative policies and procedures in order to establish District guidelines and communicate such to District personnel. 5. Make administrative recommendations to District Management and implement procedures to more effectively manage the District Office. 6. Prepare all purchasing documents through appropriate computer programs, including Purchase Orders, Request for Quotes and Service Purchase Contracts. 7. Initiate and solicit bids for the purchase of supplies or equipment, prepare Bid Invitation Proposals, review and award bids, prepare tabulations of bids and forward to bidders. 8. Maintain inventory of District supplies and order materials. 9. Audit and process all invoices for District signatures, before submitting for payment, through current administrative procedures. 10. Maintain, verify, audit and reconcile the District’s purchasing cards per Bureau and District guidelines. 11. Carries out various administrative research assignments; conducts research and studies in connection with the development and evaluation of District programs. 12. Issues firewood, camping, launching and other permits and collects appropriate fees. Prepare and audit permit monies and records. Deposits funds in local account. Transmit monies to the Comptroller. Manages local bank account. 13. Schedule and pay invoices within due dates. 14. Ensure that all purchases include a justification and proper signatures as per current administrative and District procedures. 15. Prepares annual general budget for the Loyalsock State Forest District and perform periodic budget projections for the fiscal year. 16. Maintain District ledgers as per current administrative procedures. 17. Manages District's fleet through the Vehicle Management System and other databases. Initiates repair requests and schedules repairs. Maintains vehicle records and monthly reports for District. 18. Control all expenditures made by District personnel with reference to budgeted funds and special projects and prepare and maintain budget requests for year-end encumbrance report. 19. Provide efficient administrative and clerical service to the District staff and courteous service to the general public. 20. Provides customer service at the District Office by answering the phone, greeting visitors and distributing maps and literature as requested. 21. Open and distribute mail, prepare outgoing mail, answer telephones, answer routine requests, route calls to appropriate staff or other agencies as required. 22. Distribute maps and literature upon request. 23. Reviews and replies to routine correspondence. 24. Operate office equipment including copy machine, calculators, computers, fax and laminating machine as necessary to complete forms, letters and records. 25. Receive and distribute e-mail correspondence from the District e-mail account. 26. Maintain Department Administrative Manuals, keeping current and familiar with all procedures as described in the manuals and advise management staff as to changes. 27. Maintain Revenue Transmittal Control Sheets. 28. Receive and transmit two-way radio messages. Monitor district radio traffic and respond to radio calls. 29. Maintain filing systems. 30. Prepares fiscal and statistical reports 31. Attend training meetings and staff meetings as directed. 32. Other appropriate and related duties as assigned. |
