Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Within a matrix management environment, this position serves as a Project Manager 1 (PM1) in the Public Safety Information Technology Delivery Center’s (PSITDC) Project Management Office and is responsible for performing professional and administrative work planning, directing, controlling, and implementing information technology (IT) projects within the PSITDC.

The client agencies supported by PSITDC include: PA State Police (PSP), Department of Corrections, PA Parole Board, Office of Victim Advocate, Sex Offender Assessment Board, PA Justice Network, and the PA Commission on Crime and Delinquency.

Work involves accountability for managing projects from their inception through implementation following PSITDC project management methodology. Ensures that projects are completed on time, on budget, and of sufficient quality to meet the satisfaction of the project’s sponsor, stakeholders, and end-user clientele. Projects managed can range from custom development, procurement of hardware/software rollouts, COTS procurement and modification, or enhancements. Projects typically involve interfaces with other systems or agencies. The incumbent may plan, organize, prioritize and manage work efforts across multiple teams.

55% Manages IT projects following the Public Safety Information Technology Delivery Center Project Management Methodology. Develops and manages detailed project plans and ensures all work tasks identified are completed in a timely manner. Defines staffing roles and responsibilities. Develops and adjusts completion estimates for all phases of the project including but not limited to planning, analysis, design, development, testing, and implementation. Manages and tracks project progress against the project plan to ensure project is on schedule and takes corrective action if it is behind schedule. Ensures changes to project estimates are documented and agreed to by the client.

In addition to the above, uses the following project management methodological techniques and produces the following project management artifacts to assist in the management of assigned projects:
• Coordinate with technical personnel and Stakeholders the preparation of a project Charter.
• Coordinates with technical personnel and Stakeholders the creation of a System Requirements Document and develops a plan to manage changes to the requirements.
• Plans, identifies and manages the project scope. Ensures an appropriate approval process for and documents all proposed scope modifications.
• Coordinates with technical personnel and Stakeholders the creation and implementation of a Test Plan.
• Develops and adheres to a communications plan.
• Identifies and documents Governance roles and responsibilities.
• Identifies risks and issues, prepares mitigation plans for both, and executes contingency actions.
• Coordinate the development of an Implementation plan and monitor the progress of this plan.
• Ensure that Stakeholders are satisfied with and officially accept the final deliverable.
• Conduct and report on Lessons Learned sessions after the project has been closed out.

15% Builds and maintains relationships with key stakeholders, technical works, and contractors/vendors assigned to a given project.

15% Prepares status reports for the project team, program managers, stakeholders, and the governance board. Develops, documents, and reports on all required project management metrics. Notifies and keeps project staff resources informed of project timelines, milestones, phases, work request target dates, and approved executable work package.

Schedules or monitors project status reviews, including program management assessments, quality assurance assessments for software work products, and process reviews. Ensures the final project management evaluation review with appropriate stakeholders is conducted for approval upon project completion.

10% Works with Fiscal Division to ensure appropriate funding is secured and maintained through the project life cycle. Manages the project budget and ensures adherence to the budget. Where contractors are utilized, manages contract employees to ensure that time billed for is accurate and deliverables meet requirements.

5% Performs other related duties as assigned, to include those outlined in the Department's Continuity of Government Plan when the Plan is activated. Responds to the designated alternate or secondary location when directed in response to a catastrophic incident.
