Position Purpose:

This position will serve as the Project Officer for Health Systems Interventions (HSI). The position is in the Division of Cancer Prevention and Control and supports the Division’s mission to reduce the burden of cancer by providing quality screenings and diagnostics to vulnerable populations and supporting cancer prevention activities addressing risk reduction and promoting activities for cancer survivors.

This position will develop and maintain strategic partnerships with quality improvement partners and health systems that serve the identified priority population, to implement evidence-based interventions (EBIs) to increase breast and cervical cancer screening rates.

Description of Duties:

Program Management:
This position will serve as the Project Officer to oversee the work provided by the grantee to partner with clinics that provide NBCCEDP-paid clinical services to conduct assessments of breast and cervical cancer screening rates, data functionality, process flow and EBIs to increase cancer screening rates.
Duty: Serve as subject matter expert on breast and cervical cancer screening EBIs, facilitators, and barriers to screenings.

Duty: Reviews existing and proposed federal and state plans, and federal and state legislation affecting breast and cervical cancer screening and makes recommendations for programs and policies.

Contract Management:
Engage and partner with chronic disease and public health organizations and programs that have demonstrated experience, relationships, trust and credibility with identified populations.
Duty: Oversees selection and monitoring of grantees and contractors.

Duty: Negotiates, administers and monitors grants and contracts for health systems interventions using status calls, monitoring reports, site visits and other relevant monitoring and evaluation tools.

Duty: Develops grants, contracts and MOUs including non-solicitation award documents, work statements, program narratives, budgets, and amendments in accordance with Department bulletins.

Duty: Monitors invoices and expenditures in accordance with state and federal guidelines in order to ensure funds are being expended appropriately and resolve invoice issues as needed.

Duty: Maintains an ongoing relationship with contractors and grantees based on the goals of the Division of Cancer Prevention and Control. Develops and recommends plans of correction for contracted entities and monitors implementation.
Duty: Provides technical or administrative services and coordinates activities with others outside its work unit.

Duty: Project lead for the CDC’s NBCCEDP Economic Evaluation Study. Responsible for overseeing all aspects of the evaluation study, including planning, data collection, communications and reporting.

Partnerships:
Establish and maintain relationship with key internal and external organizations and partners based on the CDC guidelines and program requirements to implement the program activities.

Duty: Partner with community-based organizations to provide breast and cervical cancer screenings, diagnostics, treatment and survivorship support to underserved priority populations.

Duty: Partner with cancer screening grantees and health systems to improve clinic level breast and cervical cancer screening rates.

Communication:
Coordinates with federal, state, and local partners to explain program requirements and accountability for evaluating and reporting process and outcome measures to federal and state agencies and community stakeholders.
Duty: Prepares professional power points, talking points, reports and correspondence to communicate with partners, stakeholders and the public on breast and cervical cancer screening information and outcomes.
Data and Evaluation:
Oversee the collection and reporting of breast and cervical cancer screening baseline and annual record data and submission to CDC.
Duty: Submits clinic and health system data using the CDC platform. Prepares grant progress reports in accordance with federal requirements.
Duty: Troubleshoot and resolve data inaccuracies.

Health Equity:
Demonstrate awareness of the vulnerable populations the organization serves by identifying, providing, and advocating for resources, services, communication methods, and policies that would help those populations achieve health equity.

Public Health Emergency Response:
This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advances notice, and may continue for any period of time, ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee's assigned headquarters for periods of time.
