Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides analytical support on forms, publications, and printed material through the Document Coordination Section. This section is responsible for developing, analyzing, procuring, and maintaining all procedures and processes pertaining to graphics communications systems, administrative policies, and publications management programs for the Department of Labor & Industry.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

25% - Creates and modifies desktop publishing files. Renders complex graphics, layouts, and visual systems using a computer or, occasionally, by hand. The typical materials produced by this position include printed applications, forms, posters, newsletters, publications, flyers, bulletins, brochures, logo design, building signage, murals and visual exhibits, and other illustrations/graphics as needed. Reviews files received from commonwealth vendors for visual accuracy. Applies a working knowledge of graphic and print production concepts and their appropriate applications including image resolution, color modes, output modes, substrates, printing methods, and binding methods. Remains cognizant of changes in technology and researches new methods that would increase productivity and reduce costs when warranted. Maintains a working knowledge of department branding specifications (CWOPA and L&I) and style guides in use by the department(s). Applies branding policy to graphics and electronic formatting as necessary.

20% - Orders forms and other types of graphic communications for all Department of Labor & Industry offices by obtaining print quotes, writing specifications, writing purchase orders through SRM, SAP, R3, or PA Publisher orders, ensuring that program offices have the forms they need at any given time.

20% - Analyzes print material needed to include its packing and distribution requirements for program offices, institutions, and other facilities through commercial print vendors, as well as DGS Bureau of Publications. Initiates the appropriate printing requests along with detailed accurate printing specifications in order to maintain a supply of forms and publications for the requestors. Provides program office with applicable and available methods to obtain the results and goals of numerous projects. Provides background knowledge and direction along with coordinating the efforts of various departmental units and programs who need to be involved to accomplish the task.

20% - Meets with program office personnel and others as needed to discuss, advise, and determine project objectives and designate project methods based on skill and knowledge. Creates, maintains, names, and stores files according to established office procedures to ensure they can be easily located and manipulated in the future. Follows protocols for retaining emails and communications pertinent to active projects until projects have been satisfactorily completed. Follows established systems for records retention. Participates in electronic, intranet-based logging system to track project progress, issue proofs, and obtain approvals from program and press office personnel. Conducts routine work on a day-to-day basis by correspondence, written requests or telephone calls. Works independently, supplying information and direction within the parameters of the forms management program. Is responsible for identifying problems/issues, reviewing and analyzing possible solutions, and making recommendations for change.

10% - Performs various analysis and research on the history of forms, prior to any reprinting, by contacting the program and administrative offices in order to determine current effectiveness, final design and construction. This analysis provides recommended storage and production on the future use of and expense of the form. Conducts periodic review of all forms and publications through the use of operational analysis, usage analysis and design characteristics. Completes study of the forms use, analyzes cost comparisons in relation to various print specifications, to offer the most economical, efficient and properly designed form.

5% - Acts as a contract liaison for L&I print items in collaboration with the assigned DGS print commodity specialist. Can be involved in the writing of contract terms and work statements, to the implementation and processing of work to be completed. Completes studies and analysis on use, needs, cost comparisons and best methods. Monitors various contracts for the department's programs. Conducts survey to determine needs of various offices and works with program staff, counties and vendor to develop timeline and ensure needed materials are produced and delivered in a timely fashion. Completes study and analysis on various program office or department wide projects that require careful and accurate compilation resulting in recommendations. This could involve a form, record, equipment, facility, method, or service and involve various departmental organizational units or conclude as administrative policy or procedure. Other related duties as required.

When a problem arises, this position is expected to make authoritative decisions based on what they believe to be in the best interest of the department and in alignment with department policies, obtaining supervisory pre-approval on decisions that would have the largest budgetary or operational impacts.
