Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervises the work of subordinates within the Pavement Unit. Acts as a District Pavement Engineer and obtains required certification according to Pavement Policy Manual, Publication 242. Applies sound engineering practices and principles while supervising staff in performing in-house design projects, reviews and approvals of activities relating to pavement design and analysis. Performs, supervises, and assists in all PennDOT activities relating to pavement design, analysis, preservation, and surface treatment programs in accomplishing Department’s goals and objective to ensure that new construction and reconstruction projects, resurfacing, rehabilitation & reconstruction (3R) projects, and pavement preservation projects are designed according to the policies outlined in the Pavement Policy Manual, Publication 242. Performs pavement designs using DARWin pavement design software and/or AASHTOware Mechanistic Empirical Pavement-ME Design software ME as necessary and provides support to in-house staff and consultants on each system. Attends Scoping and Design Field Views to determine whether pavement issues are addressed sufficiently. Participates in field views of paving projects when required to determine the scope of pavement work and provides recommendations of appropriate treatments to design staff. Reviews, evaluates, and approves applications for the pervious pavement treatment according to Publication 242, Appendix K. Reviews, evaluates, and approves pavement designs for Highway Occupancy Permits. Reviews and coordinates surface treatment projects to ensure those aligned with Department Design Manuals and Pavement Policies. Assists and/or attends necessary meetings with Districts Units, Central Office Bureaus, consultants, contractors, FHWA and various outside technical and professional agencies. Makes field visits as required to assist Pavement Management. Coordinates with District’s pavement management program as outlined and according to guidance provided in the Publication 242, Chapters 11-Pavement Management,13-Interstate Management Program Guidelines, and 14-Pennsylvania’s Roadway Management System. Familiarizes and utilizes PAMS (Pavement Asset Management System) to assist in evaluating presented projects and scopes. Assists in Roadway Management System (RMS) Unit tasks occasionally when directed. Assists in reviewing pavement history data deficiencies and to improve accuracy and completeness of Pavement History data in the RMS in compliance with Pavement History Update Policy and Pavement History QA and Verification Processes, including all applicable forms and spreadsheets as per SOL465-10-01 issued on 02/05/2010. Participates in the development, implementation and administration of new technology and processes. Participates in ongoing improvements to PennDOT’s Pavement Design and Life Cycle Cost Analysis (LCCA) process. Participates in research efforts and pilot programs with pavement design and pavement performance studies. Works with Bureau of Construction and Materials Division to ensure that the District is using the best possible paving material and construction practices for any given project, and to facilitate the implementation of new materials and processes through pilot projects. Research pavement related topics in-depth and provide recommendations that are reflective of national trends and emerging research, to promote the use of innovative pavement-related technologies and techniques that have emerged from various industries and institutions. Determines and recommends training needs for the unit and support staff. Participates in at least one training course, session, etc. to learn and/or implement relevant operations, procedures, and/or techniques. Assists in managing consultant agreements associated with Pavement Designs when directed. Exhibits good work ethics by adhering to all time and attendance policies. Performs administrative tasks such as employee performance reviews, Review and update job descriptions, approve/disapprove leave requests, expense accounts etc. Fill personnel vacancies by interviewing applicants and recommending qualified candidates. Performs other related duties as required. Participates in the annual Pavement Management Engineer’s meetings. Performs other related duties as required. Safety: 1. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Fair Labor Standards Act: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. |

Ability to independently plan and organize work to complete assigned responsibilities within time frames assigned and / or proscribed by policies. Ability to analyze existing pavement structure, depth, composition, and condition and provide recommendations on treatments and designs to the unit managers. |
