Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a professional civil engineering position with a working title of Regional Engineer. It is the responsibility of the Regional Engineer to ensure that the physical facilities within the various parks and forest districts of the region are in a condition to support the recreational programs of their intended use and that all public health and safety concerns are determined and addressed. To this end, the Regional Engineer plans, directs, and administers the design and/or construction of a variety of complex civil and structural projects. These projects generally involve the renovation, rehabilitation or replacement of bridges, buildings, roads, dams, marinas, storage tanks, trails, sewage and water treatment systems, pools, campgrounds, and the like. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Management of State Parks’ regional project listing. This includes assessing facilities, developing scopes of work, estimating costs, and establishing priorities for funding. This listing is maintained as a computerized database. 2. Management of State Parks’ regional infrastructure rehabilitation program. This includes developing scopes of work, estimating costs, establishing priorities, completion of project design and construction, and fiscal tracking of expenditures. 3. Direction and administration of the design of projects in the support of State Parks’ and Forestry’s regional maintenance/construction program. The Regional Engineer sets design priorities, assigns projects, coordinates between other agencies or bureaus as required, and reviews work for overall completeness, function with respect to intended use and overall conformance applicable to technical and Bureau standards. Typically, the Regional Engineer oversees the completion of 15 to 20 such design projects per year. These projects generally range in dollar value from $25,000 to $4,000,000. This work involves development of contract drawings and specifications of various projects such as renovation of a bathhouse roof, reconstruction or replacement of a well or water treatment system or rehabilitation of vehicular bridge or dam outlet works. 4. Direction and overview of all construction management activities for contracts in the region. The Regional Engineer assigns inspection duties and priorities and oversees the review and approval of contractor pay estimates, submittals, and shop drawing. The Regional Engineer initiates and recommends change orders, verifies funding and ensures that proper inspection is performed, job conferences are conducted, and all required contract documentation is completed and correct. Typically, the Regional Engineer oversees the construction management of 20 to 30 projects a year. These projects are similar in nature and dollar value to those described in No. 3 above. 5. Functions as project coordinator for various projects that are designed and/or inspected by consulting engineers/architects. This includes development of project scopes, direction of consultants in project scope and technical issues, and review of submissions. In the case of consultant inspection, overview, verification, and approval of their activities is performed. 6. Oversee and review of the inspection and evaluation of various facilities including bridges, buildings, dams, water/ sewer systems and the like in Engineering Region 1 and various forest districts to ensure proper operation and compliance with codes and permit and regulatory requirements. The Regional Engineer assigns inspection duties, establishes priorities, and reviews inspection reports. 7. Provide necessary engineering services to the parks and forest districts by ensuring that proper technical assistance is provided to support day-to-day operations or address problems/situations as they arise. 8. Supervises subordinates including interviewing and recommending employee selections, rating employee performance, approving leave, answering grievances and complaints, and administering discipline. 9. This position requires extensive travel to various parks, forest districts, and throughout the region. The position also requires the possession of a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania to travel to the various work sites. 10. Due to the supervisory nature of the engineering work the incumbent is licensed as a Professional Engineer by the Commonwealth of Pennsylvania. |
