Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Employee performs a variety of civil engineering duties associated with the design, construction, rehabilitation, maintenance and inspection of dams and other civil engineering related projects for the Bureau of Forestry and Bureau of State Parks.

Description of Duties:

Typical duties include:

1. Employee provides engineering support and consultation to parks and forestry staff in the development and completion of advanced and complex civil engineering related maintenance and construction projects on a statewide basis. Work involves performing engineering design, preparing or reviewing plans and detailed working drawings, job specifications, material specifications and cost estimates for advanced and complex civil engineering projects. Design assignments require the independent selection of courses of action that are dependent of site conditions, departmental and conventional engineering standards, available funding, and deadlines. After receiving work assignments from supervisor, employee works independently to complete assigned projects. Employee also monitors construction activities and resolves problems associated with proposed field and design changes.

2. Employee is responsible for the in-house design of a wide variety of advanced and complex civil engineering projects including, but not limited to, dam rehabilitation and removal, marinas and docks, boat ramps, erosion control structures, streambank stabilization, roadway stabilization, retaining walls, concrete slabs, culverts, and bridges. For each assigned project, employee determines scope of the project and independently proceeds with the design of that project. Employee directs the draftsman designer in the preparation of plan drawings. Employee prepares cost estimates and final technical specifications and has overall project accountability for each project. If registered, employee signs and stamps design plans and reports as a Registered Professional Engineer. Must be familiar with a multitude of PennDOT specifications, USACE publications, design manuals, standards, and computer programs as required.

3. Employee prepares advanced and complex design plans and specifications using AutoCAD and utilizing information from site investigations and topographic surveys for the rehabilitation of dams, dam removals, marina dock projects, streambank stabilization projects, and other civil engineering related projects.

4. Employee develops and conducts yearly inspections of low hazard dams per the rules and regulations of Pennsylvania Code, Chapter 105. Prepares inspection reports that documents the existing condition and operational needs of low hazard dams. Makes recommendations to the Department for additional monitoring, maintenance, repair, or replacement work at the inspected dams.

5. Employee serves as the coordinator for outside consultants in the advanced and complex design of civil engineering related design projects and reviews their engineering design for correctness, accuracy, and feasibility to construct. As administrator for these design contracts, employee is responsible for reviewing and approving proposals and submissions, throughout the design process. After acceptance of final plans and specifications and obtaining all required approvals, employee signs the final plan drawings and forwards the plans and specifications to the Construction Management Section for bidding. Employee tracks the status of the projects for which design is being completed and provides status information to the consultant on a periodic basis. Employee is responsible for assuring that designs are completed in a timely manner. Employee provides technical assistance when needed.

6. Employee conducts periodic visits to project sites to gather information, measurements, assess field conditions, and other pertinent engineering and hydraulic data using survey and other equipment. Inspection of dam and other civil engineer-related structures to determine scope of work for rehabilitation projects.

7. Employee works with and understands the organization and function of state and federal agencies including General Services, Transportation, Environmental Protection, Fish and Boat Commission, and United States Army Corps of Engineers. Employee is familiar with Environmental Protection Dam Safety, Waterway and Wetlands, Erosion and Sediment Control, and NPDES Stormwater regulations. Obtains permits required by these regulations for civil engineering related maintenance and construction projects.

8. Employee in this position will be responsible for developing stormwater management plans and have an understanding of stormwater conveyance design, detailing, and computations.

9. Employee should have experience with the National Pollutant Discharge Elimination System (NPDES) permit program and the design of stormwater management Best Management Practices (BMPs).

10. Employee should have experience in developing Erosion and Sediment Control plans and Post Construction Stormwater Management Plans.

11. Employee develops Requests for Proposal (RFPs) for outside engineering services that will assist the Department in the design, construction, inspection, and maintenance of civil engineering related projects. Employee reviews RFPs and coordinates and manages the contracts.

12. Employee attends conferences, seminars, and training courses for continuing education units and professional development hours, as necessary, to improve the ability to perform job duties and stay current with the latest policies, permit requirements, engineering design practices, and technology.

13. Employee performs other related engineering duties as required, including construction inspection and management, consultant coordination, and contract management.

Work is assigned in broad outline by section chief to repair or rehabilitate a Department-owned dam or other civil related structure. Employee assists senior civil engineers and section chief to complete projects that meets applicable Department of Environmental Protection, AASHTO, ACI, etc. standards.

The incumbent in this position is responsible for making decisions relating to operations, maintenance, and construction of civil engineering infrastructure within the Department. Engineering design decisions are also made during the individual's project design effort.

Decisions which involve course of action that is to be taken by the Department will be made by the supervisor and other superiors.
