Position Purpose:

This position serves as the Chief Information Officer (CIO) and directs the information technology program and policies for the Pennsylvania Liquor Control Board (PLCB).

Description of Duties:

This position is responsible for the strategic information technology (IT) planning, policy development, applications services, data services, infrastructure, and customer service for the PLCB to support operating and business environments. This position has broad operational and administrative impact upon the services and programs administered by the PLCB.

Develops, recommends, and implements IT policies within enterprise standards; manages IT portfolios and prioritizes PLCB IT needs; and recommends the allocation of resources to improve the PLCB’s IT program. Collaborates with internal and external staff members to determine how IT may be used to meet agency’s business needs and develops corresponding agency IT strategic plans, goals, and objectives.

Plans, organizes, and directs the IT planning, policy development, applications services, data services, infrastructure, and customer service for the PLCB which is characterized by large, diverse, and complex IT resources to support operating and business environments.

Responsible for the agency’s various Oracle ERP and SaaS applications to support business needs (e.g. ERP Cloud, MFCS Cloud, OIC cloud, OCC Cloud, XOffice and XStore, SIOCS Cloud, etc.) The agency has other non-Oracle related SAAS applications such Computronix POSSE to support its licensing functions and MS SharePoint Online, and Visual Studio / Dev Ops, etc.

Develops, recommends, implements, evaluates, and updates short and long-term IT strategic planning efforts consistent with the PLCB’s mission and overall IT enterprise goals and objectives.

Evaluates the IT needs of PLCB organizational units and external clients and identifies technological developments to meet those needs.

Manages a portfolio of diverse and complex agency IT projects and initiatives which require multi-agency integration and coordination.

Directs the design, operation, configuration and support of the PLCB’s local area networks, wide area network, and metropolitan area network in conjunction with OA/IT enterprise standards and contracts.

Coordinates and directs the acquisition of technical hardware, software, and supplies to enhance the performance of the PLCB’s IT program in conjunction with OA/IT enterprise standards and contracts. Conducts ongoing contracts management.

Develops the annual IT budget request including proposed hardware and software acquisitions and estimated costs and recommended use.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related duties as required.

Work is performed with considerable independence within the framework of Board policies under the general direction of the Executive Director who reviews work through conferences, reports, and effectiveness of results.

Experience:

IT experience managing and supporting an ERP application such as those by Oracle (mentioned above), Oracle PeopleSoft, or SAP.
