Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position is located in the Benefit Payment Control (BPC) unit, Office of Unemployment Compensation Benefits Policy (OUCBP). BPC’s mission is to prevent, detect, and recover overpaid federal and state unemployment compensation (UC) benefits. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Answers inquiries from OUCBP and OUCSC management and staff, Pennsylvania Department of Labor & Industry executives, and the department’s Office of Chief Counsel. Answers inquiries from outside sources such as advocates, attorneys, claimants, employers, governmental officials, and legislators. Explains overpayment determinations to claimants. Informs them of the differences among fault, non-fault, non-fault, non-recoupable, fraudulent, and non-fraud overpayments. Explains UC benefit offsets, liens, penalty weeks, prosecution, etc. to these individuals. Explains that the restitution schedule is based on OUCBP guidelines. Provides restitution information to the claimants. Analyzes complex claims and resolves any issues with them individually or with other people’s assistance. Analyzes, identifies, and resolves problems involving overpayments of UC benefits. Maintains a thorough knowledge and understanding of Pennsylvania’s UC law and regulations. Reviews and interprets federal and state laws, regulations, and directives to ensure the effective administration of the overpayment process. Uses detailed knowledge of the UC Law to interpret, evaluate, and write responses to emails and correspondence from claimants, employers, federal and state officials, and the public concerning UC overpayments. Composes correspondence in draft form for senior Labor and Industry executive staff signature, including: a) The Secretary. b) The Deputy Secretary for UC Programs. c) The Director of Legislative and Public Affairs. d) OUCBP’s Director. Also handles governor’s e-mail assignments regarding overpayments. Prepares lien payoff letters for various individuals and adjusts the outstanding interest on the overpaid claims. Searches for claimants’ current mailing addresses, verifying their identities, etc. on the CLEAR database. Updates claimants’ mailing addresses on the Pandemic Unemployment Assistance (PUA) and UC computer systems. Assembles cases for referral to the proper investigatory authority and monitors all referrals to ensure that follow-up action is completed. Reviews potential overpayment cases, detected by the computer, against UC records to determine if he should refer them to the UC Service Centers for adjudication. Meets with claimants who visit the Labor and Industry Building to address issues with their UC claims. These problems may include liens, new fraud reports, and overpayments. Prepares daily productivity reports concerning incoming telephone calls. Has a working knowledge of the department’s mission and goals and is familiar with all departmental policies and procedures and organizational structure. Processing incoming mail if the clerical assistant 3 in Benefit Payment Control and Benefit Integrity is unavailable or needs assistance. Performs other related duties as necessary. This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information. |

Managers and supervisors review work via the evaluation of end results, meetings, and reports. |
