This position provides administrative and clerical support for functions within the Vehicle Inspection Division to ensure efficient and effective workflow and customer service. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Review violation reports submitted by PA State Police, Emissions Program Manager and Department Quality Assurance Officers (QAO) to determine if violations of the safety and/or emissions inspection regulations have been committed. Review hearing testimony and recommend appropriate penalty for official inspection stations, inspectors and/or uncertified personnel, if any. Prepare cases to management team and participate in discussions to achieve consensus regarding penalties to be imposed, if any. Provide interpretations of safety and/or emission inspection regulation violations and Department policies and procedures to vehicle owners, police officers, attorneys, Legislators, inspection station owners, managers, inspectors, and uncertified personnel. Create, update, and maintain PC-based programs to track violation case information and document violation trends. Compile reports to track program performance based on this data as required. Receive, research and forward to the appropriate personnel/agency for investigation, customer complaints or inquiries concerning interactions between vehicles owners and safety and or emissions inspection station personnel. Prepare requests for hearings and examiners as necessary. Research station and inspector records for previous violation history and prepare case histories for use by Division managers, Bureau Director, Deputy Secretary and Office of Chief Counsel as requested. Initiate appropriate action as a result of departmental hearings and Court orders relating to penalties imposed against a safety and/or emissions station, inspector or uncertified personnel (i.e., restore pending appeal, reinstate, reduce or rescind suspension). Make appropriate adjustments to Department records to indicate action (s) taken. Prepare correspondence to stations and inspectors to schedule hearings and inform them of hearing outcome (e.g. no action, warning, fine, suspension, etc.). Provide informational training to QAO staff, office staff, law enforcement officers and other individuals involved in the Vehicle Inspection programs in order to educate them regarding violations and the violation process. Assess your environment and be responsible for your safety, the safety of co-workers and the public. Attend required safety training and adhere to the requirements of all safety manuals. Report to your supervisor any incident, unsafe practice, or near miss. When in an enclosed environment (office building, confined spaces, etc.) know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Process and approve administrative and cancellation audits for refunds. SUCCESSION PLANNING: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Maintain a PC data base of all violation reports processed and all hearing and suspension actions taken. Maintain a tickle file of safety and emission inspector certification cards which have been suspended and return same at the conclusion of the suspension term. Assist with telephone coverage, both within the Vehicle Inspection Division and the Director's Office as needed. Conduct copying, filing, scanning/imaging proofreading of documents/records and produce reports as required. Comply with the DVS Customer Service Policy. Perform other related duties as required and assist in other Division sections. The incumbent must be capable of using various pieces of office equipment, including but not limited to: personal computers, remote terminals, telephone, computer printers, microfilm/microfiche equipment, scanning/imaging equipment, FAX machine, copy machine, and calculator as required. |
