Position Purpose:

This position is headquartered in the Division of Municipal and Residual Waste, Bureau of Waste Management. This employee serves as the Chief of the Permitting Section.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Directs the statewide development and implementation of regulations for permitting and monitoring of municipal and residual waste storage, processing, and disposal facilities.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Supervises a technical staff, which consists of an Environmental Engineer, Environmental Chemist 2 and a Solid Waste Program Specialist. Prepares objectives and performance standards; evaluates employees’ performance and prepares Employee Performance Review; interviews and selects staff; receives and resolves grievances and complaints; approves and disapproves leave; and initiates disciplinary action as required.

Evaluates, develops and amends, as necessary, the goals and objectives of the Section required to carry out the major phases of the Municipal and Residual Waste Permitting program delegated and assigned by the Division Chief.

Develops and recommends administrative and management methods necessary for implementing an effective and responsive statewide municipal and residual waste permitting, groundwater monitoring, and facility siting program.

Evaluates the effectiveness of in-place policies and procedures relative to the municipal and residual waste permitting and groundwater monitoring program. Recommends and implements changes where necessary.

Develops, revises, prepares and presents program-specific Best Management Practices (BMP) manuals, Permit-By-Rule documents, fact sheets, technical guidance documents and similar publications pertinent to the mission of the Division of Municipal and Residual Waste, including supporting efforts such as field compilation of data, and presentation of information at meetings for industry, government officials and the general public. Provides assistance and guidance to the Division Chief and Regional staff on these documents.

Coordinates and evaluates the Bureau’s Municipal and Residual Waste application and permit process. Reviews, evaluates, and comments on federal and state legislation relative to the Bureau’s municipal and residual waste facility siting process. Provides interpretations of the Solid Waste Management Act, rules and regulations, standards and policies and procedures to insure uniformity in decision making to insure the program goals and objectives are met. Provides direction, consultation and technical assistance to the regional staff on the implementation of the municipal and residual waste-permitting program. Assists the Division Chief in the evaluation of the Bureau’s regional municipal and residual waste permitting programs, to insure efficiency and effectiveness in the program implementation.

Participates in public meetings, symposiums and conferences to discuss and promote the development of the municipal and residual waste-permitting program.

Provides program-related input into the development of municipal and residual waste rules and regulations and policies and procedures. Provides guidance to the Division Chief and Regional staff on municipal and residual waste classifications and co-product determinations.

Testifies in public hearings and legal actions concerning program-related and technical aspects of the statewide municipal and residual waste-permitting program. Provides expert testimony at EHB hearings, legal proceedings.

Prepares letters, reports and correspondence to exchange information with Commonwealth, federal and industry officials, co-workers, and the public on municipal and residual waste management.

Meets with officials, groups, industries and the public to explain standards so that the needs and objectives of the municipal and residual waste program are known.

Consults with the federal Environmental Protection Agency with respect to current policies, procedures, regulations and technical guidelines.

Participates in and coordinates regional staff meetings, as necessary, and participates in meetings with the regulated community.

Results of performance are reviewed to determine achievement of objectives and adherence to Bureau and Department policy.
