Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee in this position is under the general direction of the Facility Chief Operating Officer(COO). This is a highly professional managerial position responsible for the total institutional safety program at a Commonwealth Restoration Center, responsible for planning, developing, directing, coordinating, monitoring, training and administering the Center’s policies, procedures, accident/fire prevention and security programs to ensure the safety of residents, employees, visitors, and the preservation of Commonwealth property.

Working time percentages are approximate and can change on a daily basis due to operational needs.

Develops, implements and maintains the Center’s policies and procedures for employee accident prevention, fire safety, hazardous substance control training and other safety related educational programs. Ensures all new employees receive proper training in safety practices and procedures. Conducts refresher courses as required.

Oversees the operation and staffing of the Communications Center with Security Officers.

Responsible for the annual review of the Emergency Operations Plan, including records management during emergencies, as well as the Continuity of Operations Plan (COOP).

Plans, coordinates, and conducts required fire/safety, Right-to-Know Act, and Security training programs for staff. Responsible for the implementation of the facility-wide theft control prevention program in order to protect the property of the Commonwealth, residents, staff and visitors when lawfully on the Center’s property.

Investigates accidents involving injuries, property damage and safety hazard reports to determine cause factors, makes recommendations to prevent or minimize recurrences and ensures appropriate follow-up actions are taken.

Serves as Chairman of the Center’s Safety Committee.

Performs the duties of Right-to-Know Coordinator. Conducts annual surveys of hazardous chemicals located in the work place, maintains Safety Data Sheets (SDS) on all hazardous substances, completes and posts Hazardous Substance Survey Forms as required, posts Employee Workplace Notices, conducts and ensures training is provided to all staff, and ensures the confidentiality of health and exposure records is maintained.

Maintains files of compliance documents on Safety Accreditation and Certification requirements as specified in applicable standards.

Ensures compliance with Department of Health, Division of Life Safety surveys.
Understands Life Safety regulations and works with the Maintenance Department to ensure compliance in all areas.

Responsible for the implementation and coordination of the Center’s Emergency Management Program with the County and State disaster/emergency management agencies.

Responsible for the implementation and coordination of the Center’s Workplace Violence Program.

Working with the Maintenance Dept., is responsible for the Lockout Tagout program.

Responsible for the Confined Space Program.

Oversees the operation of the Fire Marshall's Office and the Facility's fire emergency response systems (sprinkler system, smoke doors, ground hydrants)

Makes decisions on delegating duties and scheduling of staff in order to maintain efficient operation of fire, safety and security functions.

Makes decisions on implementing procedures during emergencies and unusual incidents.
