Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Contributes to statewide development, maintenance and implementation of established policy for secondary and postsecondary CTE improvement activities and services. Serve as the lead for PDE/BCTE regarding the Congress-Bundestag Youth Vocational Program by participating in committee activities for the program. Support statewide professional development by helping coordinate and present workshops and training sessions on Perkins operational procedures that schools need to implement. Analyze current practices and concerns related to quality of CTE programs of study. Recommend policy and actions to improve CTE programs of study. Provide regional and statewide professional development on quality CTE programs of study and communicate with students, parents, administrators, educators, teacher educators, professional associations, business and industry leaders and state agency staff. Coordinate, plan, and conduct technical or curriculum assistance visits to school districts, CTCs and postsecondary institutions. Supports the implementation of the Bureau's technical assistance vision by assisting schools in engaging stakeholder groups and strengthening partnerships with local Workforce Development Boards. Provide leadership to the field through on-site/virtual visits, in-services, workshops, conference presentations, professional development and written communication concerning current initiatives in CTE with a focus on quality CTE and improvement. Review and approve Perkins local applications and conduct assigned compliance visits in accordance with Perkins V. Evaluate and interpret federal laws and state guidelines to provide Perkins recipients assistance regarding allowable activities and use of funds. Ensures Perkins recipients are complying with the federal Perkins Act, state budget procedures, Uniform Grant Guidance and EDGAR Regulations. Gather and analyze reports regarding career guidance materials, admissions policies, and equal access. Conducts Perkins Local Application reviews for assigned Perkins recipient, in conjunction with other on-site/virtual reviews when applicable. Submit completed on-site/virtual report to management according to established timeframes. During the on-site/virtual visit, monitor expenditures and equipment inventory, interview professional staff, verify Perkins funded job descriptions coordinate with time records, and other related assurance documentation. Review Individual Education Plans and/or transition plans as they pertain to career and technical education. Monitor grant recipient's purchase of supplies, equipment and other uses of Perkins funds to ensure appropriate use of the funds per the intent of the law. For all entities assigned, approve and analyze annual year-end performance reports via e-Grants for Perkins Local Applications submitted to PDE in accordance with federal regulations. Approve and sign year-end budget revisions from schools/institutions that need to amend and justify changes from their original approved budgets and/or grant. Interpret state and federal Perkins policies and guidelines for career and technical education programs at assigned Perkins recipients, and make recommendations to recipients regarding program standards. Recommendations can be made in written on-site/virtual reports, e-mails, or one-on-one conversations. Ensure Perkins recipients are utilizing the Stakeholders Committee and partnership with the local Workforce Development Board (WDB) to develop a comprehensive local needs assessment. Provide statewide leadership by coordinating and presenting workshops and training sessions on Perkins V regulations and guidance on operational procedures that Perkins recipients need to implement. Work directly with Perkins grant recipient program administrators by providing statewide leadership on how best to use the federal funds to meet the intent of the law and to provide quality CTE that address the needs of the students, teachers and administrators in regards to Perkins and state CTE standards. Analyze existing research data in support of developing, maintaining and implementing quality CTE. Interact with Division staff, Bureau of Career and Technical Education staff, other PDE Bureaus and the staff of other local, state and federal agencies in support of improvement strategies and services for CTE. Prepare reports, Division plans, bureau plans, interagency plans, monetary reports, contract approval and evaluation reports and other reports as requested. Use technology, including e-mail, web pages and distance learning to keep the field abreast of current initiatives in CTE. Report to the division manager through one-on-one conversations, daily summaries, and monthly reports/division meetings.
