Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is an advanced professional position and will be responsible for providing advisory services, conducting compliance evaluations, and enforcing Private Licensed School mandates.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Evaluate current internal and external processes and procedures. Participate in discussions to develop or improve processes, providing recommendations for improvement.

Responsible for serving a specified group of schools, while assisting colleagues as needed or directed.

Serve as a liaison to the public, vendors, students, school administrators, and other agencies in support of the State Board of Private Licensed Schools.

Maintain a current and in-depth understanding of the mandates of the Private Licensed Schools Act, supporting regulations, and supporting Board Policy Memos.

Provide guidance to schools and the public on the procedures and requirements for applying for authorization and program approval.

Maintain effective communications with other agencies to facilitate referrals and exchanges of information.

Prioritize and track work assignments, school requests, application reviews, and compliance visits, to ensure all items are completed within the established timeframes.

Conduct authorization renewals and compliance audits, including the school’s organizational establishment and financial operations. Provide qualitative feedback to schools to ensure compliance with mandates.

Conduct comprehensive reviews of school and program applications. Provide quantitative feedback to schools to ensure materially complete and compliant applications are provided to the Board for consideration.

Conduct visits for the site inspection of new schools, relocations, remote sites, and branch locations to validate the facility, equipment, and compliance. Visits are to be conducted physically or by virtual visit when approved by the Division Chief.

Conduct a general review of school financial operations to evaluate financial stability.

Serve as departmental representative at public meetings to explain and interpret Private Licensed School mandates.

Conduct training sessions for new school applicants and new school directors.

Assist in the investigation and resolution of student complaints. Initial enforcement actions, as necessary.

Issue preliminary notices of violation and unlicensed activity in accordance with the Private Licensed Schools Act.

Process all required documentation necessary to effectively close a school’s license/registration. Ensure student transcripts are sent to repository and that the surety provider is notified of the school’s closure.

Assist in collecting, reviewing, and evaluating school data, as mandated.

Serve as staff to the Board’s Curriculum Committee by organizing meetings, providing requested information, preparing meeting agenda, preparing meeting materials and resources, preparing the meeting space, and completing tasks as requested by the committee under the supervision of the Division Chief. Assist additional Board committees as necessary. Regularly attend the Board’s quarterly Financial Review Committee meetings and Review and Recommendation Panel meetings.

Curriculum Committee: Research, in conjunction with the committee members, programmatic requirements to assist the Board during application reviews. Prepare checklists and resource documents to assist Board reviewers. Review distance education applications prior to committee review. Provide support to the committee chair to facilitate the meeting and provide clarification on issues, as necessary.

Perform other tasks as assigned.

Work is performed independently. Necessary supervision is given by the Education Administration Supervisor and the Division Chief.

1. Evaluate school and program applications to ensure they are materially complete and compliant for Board consideration.
2. Evaluate school financial stability and provide a referral to the Board’s Financial Review Committee, as necessary.
3. Evaluate school renewals and compliance audits to ensure the school is compliant with the mandates of the Private Licensed Schools Act.
4. Present recommendations for new or improved policies and procedures.
5. Prioritize incoming requests and applications, to ensure submission deadlines are met.

Requirements Profile: Identify any specific experience or requirements, such as a licensure, registration, or certification, which may be necessary to perform the functions of the position. Position-specific requirements should be consistent with a Special Requirement or other criteria identified in the classification specification covering this position. Example: Experience using Java; Professional Engineer License

Experience:

One year of experience as an Education Administration Associate; or
Four years of professional experience in education including at least two years in educational administration; or
Any equivalent combination of experience and training.

Essential Functions
