Position Purpose:

This is trainee level work involving public contact and service, public safety, and law enforcement at the Kettle Creek State Park Complex.

Description of Duties:

This position job participates in formal, informal, and on-the-job training to develop the necessary skills and techniques in the areas of public contact and customer service; current developments and issues in the areas of outdoor recreation and conservation; conservation principles; environmental education; public safety; Departmental policies, procedures, rules, and regulations; and law enforcement to perform the work of a DCNR Ranger:

Work involves patrolling the park property and boundaries in order to provide public contact, ensure visitor safety, compliance with park rules and regulations and the Commonwealth’s Criminal and Vehicle Codes. Patrols will be done in a park vehicle.

PATROLS – Work involves patrolling state park property on foot, by motorized vehicle or by motorboat to ensure visitor safety and protection of the resource. Provides assistance to visitors as required. Learns to inspect buildings, structures and facilities for security and safety. Ensures the posters, bulletin boards and signs are current and serviceable. Ensures assigned equipment and work areas are maintained in a clean and neat condition.

PUBLIC RELATIONS - Presents a professional Park Ranger image to the general public through uniform appearance, verbal skills, courtesies, and knowledge of the park, the environment and history, explanation of rules, regulations and laws, telephone skills and a presence of self-confidence. Provides information and assistance to park visitors, school groups, civic groups, sportsmen's associations and other special interest groups on and off park property. Staffs park offices and visitor centers. Prepares launching, mooring, and camping permits by entering the information into the Reservation and Revenue System. Collects fees and assists in preparation of transmittals by checking daily receipts for accuracy and making bank deposits.

LAW ENFORCEMENT – Learns to enforce the provisions of the law, especially as it pertains to State Parks, make physical arrests and issues citations and warrants consistent with State, Departmental and Bureau Directives, guidelines and regulations. Learns to investigate complaints, accidents and crimes. Determines action to take, and learns to prepare incident reports and cooperate with the Local and State Police and the Fish and Game Commissions. Learns how to prosecute cases, present evidence and witnesses and learns to examine and cross examine witnesses and testify on behalf of the Commonwealth before the courts. Learns to maintains property log, lost and found articles, and daily attendance reports. Maintains radio equipment inventory and repairs.

EMERGENCIES – Learns how to take charge of situations in emergencies, search and rescue, and accidents to ensure the safety and protection of the visitor and the resource. Provides first aid and CPR consistent with current certifications. Learns to direct traffic.

REPORTS AND INSPECTIONS – Learns to completes monthly and daily logs including the status and condition of campgrounds, facilities, equipment, visitor safety, occurring incidents, citations, arrests, accidents and attendance. Operates and uses the following computer programs: Microsoft Office, Outlook 2000 e-mail, Windows operating systems, Reservation and Revenue System, networking to include sharing folders and transferring information from computer to computer. Prepares correspondence, reports and other written materials. The majority of this position’s duties is routine and is reviewed periodically. Work not part of the daily routine is discussed with the supervisor before preparation and upon completion. All correspondence, reports and forms are reviewed and signed by the supervisor.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid Class C driver’s license.

CONDITIONS OF EMPLOYMENT: Must be at least 21 years of age at time of employment.

Possession of a valid certificate or its equivalent in first aid and adult, child and infant cardiopulmonary resuscitation (CPR) as approved by the PA Department of Health for professional rescuers or healthcare professionals.

POST EMPLOYMENT REQUIREMENT: All positions in this job will be required to successfully complete a structured law enforcement training program to obtain authority to exercise the power of arrest.

Assists with patrols for the park and its facilities, and responds appropriately to any situation which may arise, including safety issues, park visitors that require assistance, emergencies and violations of Commonwealth or Park laws, rules or regulations. Assists with determining the course of action to take to resolve issue and follows through. Calls for back up assistance as necessary.
