Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provide customer-centered services designed to enhance workforce development activities and service strategies for jobseekers and employers.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

•Conduct vocational and career assessments of jobseekers to determine career objectives, interests, skills, and abilities. Provide career guidance to assist jobseekers in making and carrying out career decisions for success in the labor market. Identify suitability for and/or barriers to employment/training as well as appropriate tools and resources for jobseekers to achieve employment goals.

•Provide intake services, individually and in group sessions, to jobseekers and employers. Develop and conduct orientations to services, workshops, and presentations.

•Coordinate and provide services using a case management approach to include assisting the jobseeker to: develop long- and short-term employment goals; create an Individual Employment Plan (IEP); coordinate support and related services with other providers. Track the jobseeker’s progress toward goals and modify the IEP as necessary and provide follow-up activities as required.

•Plan and conduct group and individualized career counseling and coaching on resumé-writing, interviewing, job search and networking techniques, and other topics.

•Provide current and customized labor market information to jobseekers; enroll and assist jobseekers with enrolling in PA CareerLink® Online.

•Promote PA CareerLink® services to jobseekers, employers, the general public, and other service providers by coordination of marketing activities with the media, community organizations, schools, and other entities.

•Provide services to employers, including making employer contacts; analyzing employer workforce and economic development needs; analyzing occupations to determine the skill sets needed by jobseekers; coordinating special recruitment services; and referring qualified jobseekers to openings. Propose hiring strategies and solutions to address recruitment and retention issues.

•Provide current and customized labor market information to employers; assist employers with registering in PA CareerLink® Online.

•Search for, verify, and approve or reject new employer information in compliance with state and federal requirements; post, and assist businesses with posting, vacancies in PA CareerLink® Online. Search for, verify, and approve or reject employers’ job postings in compliance with state and federal requirements.

•Contact businesses to develop jobs when no suitable postings exist for a jobseeker.

•Establish and maintain professional relationships with staff in local and neighboring PA CareerLink® and Local Workforce Development Board offices and with community-based organizations, agencies, training providers, and the general public.

•Represent the PA CareerLink® office at local and regional meetings, trainings, and job fairs; prepare related reports and document services to businesses and/or jobseekers.

•Serve as a lead worker on integrated teams of PA CareerLink® staff to provide services to jobseekers and employers.

•Actively participate in PA CareerLink® meetings and on committees.

•Communicate with supervisor on activities, deadlines, problems, and solutions through reports, discussions, and meetings; use “chain of command” effectively.

•Travel as needed to provide services at other PA CareerLink® offices, partner agency offices, employer establishments, and other locations.

•Maintain and continually improve knowledge of Microsoft applications for work products and services.

•Document all services provided to businesses and jobseekers for required performance measures and federal reporting requirements in the Commonwealth Workforce Development System (CWDS), other online databases, and other electronic applications.

•Perform related work and duties as required.
