Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is an advanced and highly technical leadership position within the Compute & Cloud Services Division under the Enterprise Technology Services Office (ETSO) of OA OIT. The position reports directly to the Compute & Cloud Services Director and provides technical and administrative management control over day-to-day operations and individual projects related to on-premise compute services. These services include but are not limited to server administration, virtualization, backup/restoration, storage, managed services and datacenter facilities. This is a senior management position with significant oversight and influence over staff, services and solutions provided to agencies, and assisting in the future direction of the Enterprise.

Description of Duties:

Acts as the primary manager overseeing data center functions for all ETSO managed data centers.

Directs planning, establishes objectives, determines priorities, and evaluates performance for technical staff supporting the Managed Hosting Services section.

Provides administrative and technical leadership to technical employees, consultants, and any other personnel assigned to the team.

Ensures Enterprise compute services system designs and implementation technologies used align to the vision, strategy, and roadmap established by the Commonwealth’s CIO and CTO, and the solutions meet agreed agency and external customer requirements.

Directs and manages the development, maintenance, evaluation, and execution of the organization’s strategic Information Technology plan.

Advises and recommends Information Technology and management strategies and serves as one of the organization’s internal and external contacts with respect to Information Technology.

Provides technical consulting for executive management, which includes reviewing RFP’s, RFI’s, quotes and various statements of work.

Provides direction to the Managed Hosting Services technical support team staff in identifying operational problems related to hardware components, servers, virtual servers, storage area network, operating system software, and data center facilities; and remedying these problems in an expeditious manner to minimize worker downtime and lost productivity.

Fosters and maintains a customer-orientated environment as a service provider.

Provides ongoing assessment of the enterprise services offerings and processes to drive continuous improvement.

Manages and provides leadership and project oversight for the design and implementation of compute services systems to ensure optimal use of equipment and staffing resources.

Champions efforts to realign individual former delivery center technical teams into a cohesive Enterprise support model.

Directs the collection of system performance statistics and supervises the analysis of data for purposes of evaluating capabilities and potential need for enhancements/upgrades.

Leads efforts to consolidate disparate systems and applications into a comprehensive Enterprise delivery model by standardizing on products and processes to lower expenses while improving service offerings to our customers.

Provides budget input to the CTO and/or Cloud & Compute Director for projecting personnel, hardware, software, and training requirements.

Works cross-functionally with various organizations and teams to ensure the solutions, product, delivery and execution of the roadmap, architecture, and strategic plan are considered to ensure optimal customer experience.

Establishes a team culture that unifies the IT teams within the Compute Services Division.

Demonstrates personal involvement in the support and improvement of ITSM processes and metrics within the ETSO.

Maintain a thorough understanding of digital accessibility regulations and standards, ensure compliance, and actively contribute to their ongoing implementation and improvement.

Embrace change opportunities while encouraging staff to do the same.

Supports the ongoing management of IT Service Knowledge within the ETSO.

This position has 24x7 responsibilities as it relates to the operational availability of hosted systems and services.

Travels as required including overnight stays.

In this role, the incumbent is responsible for making informed decisions on various HR matters by assessing the agency's needs and providing guidance to managers, supervisors, and employees. The position involves evaluating HR inquiries and issues, determining the most effective course of action, and either resolving them or escalating them to the appropriate parties. Key responsibilities include advising management on HR best practices, representing the agency’s interests with the General Government HR Office, and overseeing essential processes such as recruitment, performance reviews, and employee relations. The incumbent also makes decisions regarding policy updates, addressing employee concerns, and managing safety and worker’s compensation matters.
