Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position performs work in the review and subsequent approval or disapproval of liquor license and permit applications in support of the Pennsylvania Liquor Control Board’s (PLCB) Bureau of Licensing, Licensing Administrative and Divergent Division. Specifically, this position will focus on reviews assigned to the Board Case Unit.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Examines applications and supporting documents for various types of licenses and permits and determines the acceptability of legal documents, such as agreements of sale, partnership agreements, leases, court orders, franchise agreements, IRS seizures, bankruptcy orders, and opinions, liens and writs to determine their validity and appropriateness.

Examines pertinent files for complaints, convictions, citations, suspension, appeals, hearings and any other irregularities or pending action which may affect the eligibility of the applicant and/or premises as well as for any other pending applications.

Summarizes discrepancies in the form of a decision sheet and prepares correspondence regarding deficiencies for further review and discussion with the supervisor. Requests reinvestigation when necessary.

Approves applications when all statutory and regulatory requirements are met and the application, supporting documentation, and fees are in proper order.

Reviews investigative reports to determine adherence to statutory, regulatory, and policy requirements.

Provides requested case status to applicants, licensees, attorneys, legislators, as well as to agency personnel including the Executive Staff.

Issues approval and authority to operate and arranges for delivery via mail, electronic mail, facsimile equipment, personnel messenger, and overnight mail delivery services.

Prepares comprehensive resumes of complex cases for referral to management for review. Recommends approval at the administrative level or referral to the governing board or hearing examiner.

Reviews all cases that require Board action and completes a summary resume of the key factors for review by the Board. After the hearing reviews all the testimony and facts presented and prepares a new summary recommendation to the Board for review.

Assists with recording decisions rendered by the Board.

Reviews cases which have been appealed and determines the impact court decision will have on applicant/protester appeals. Based on the court decision, initiates proper actions to review the application again and/or what additional information may be required.

Prepares and initiates requests for investigation, letters, and other correspondence pertaining to licensing matters. Prepares responses to legislators, attorneys, applicants, and protesters on pending Board cases. Assists supervisor in the preparation of procedures and the redesign of forms and letters.

Conducts re-examinations of applications, supporting documents, and fees when resubmitted after correction by the applicants or their attorneys.

Inputs data on the computer system, maintains updates and controls issuance of licenses, including verifying tax clearance information.

Utilizes the Bureau of Licensing’s computer system to effectively monitor the status of and/or process licenses and pending applications and to help coordinate Board hearings for licensing matters.

Performs other related duties as required.
