Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Implements the goals of the VR program through assigning, scheduling, directing, and monitoring unit work. Accesses and updates participant records using a web-based application. Reviews base, detailed, and referral information within the CWDS and assigns to the appropriate staff. Approves all eligibility, order of selection, cost information, and closure information that has been entered into CWDS by trainee or intern. Assumes the secondary case manager role within CWDS as operationally necessary. Enters case notes into CWDS in a timely manner so they can be viewed and shared. Establishes performance goals and objectives jointly with employees. Evaluates performance on an ongoing basis. Consults with subordinate employees when duties change or discrepancies are noted. Such performance is reflected in an annual, formal evaluation report. Develops, through individual and group conferences, the efficiency and skill of subordinate requirements. In coordination with (HR) Delivery Center, Employee Relations Division, receives grievances and complaints; conducts initial investigation into causes and conditions; discusses with employee and resolves grievances and complaints in accordance with collective-bargaining agreements. Initiates progressive and/or corrective disciplinary action for subordinates. Guided by legislation, regulations and agency policy, ensures program eligibility and the quality of case services through the review and analysis of case records and case conferences with Vocational Rehabilitation Counselors. Resolves program implementation and service delivery issues with subordinate staff, persons with disabilities, and the community. Conducts in-service training sessions and staff conferences to maintain VR Counselors and support staff awareness of changing concepts in VR; informs unit staff of new policies and procedures and ensures uniform application of established regulations. Participates in staff development activities. Coordinates orientation and initial training. Identifies ongoing training needs. Conducts training or identifies resources to address these needs. Develops and implements team-building concepts and participatory methods to achieve agency, District, unit and individual goals and objectives. Functions as a specialist in designated program/disability areas and acts as technical resource to the District Office staff, management and community. Participates in the development, implementation and monitoring of cooperative agreements in the delivery of services. Maintains active, ongoing community liaison with public and private organizations, agencies, advocacy groups, and consumers to assess and modify, as appropriate, the delivery of vocational rehabilitation services. Develops program initiatives and ideas to support the agency's mission, which is the employment of persons with significant disabilities. Participates in special projects and program development efforts, local and statewide, to form and implement service delivery initiatives, policies, guidelines, etc. (inter- and intra-agency). Participates in advisory groups and associations to enhance the effective delivery of VR services to persons with disabilities. Participates in public relations activities by making oral, written, and visual presentations about VR services to community groups, referral agencies, employers, business leaders, public and private organizations and associations. Promotes agency programs and services. Plans and monitors the unit's expenditure of funds for the purchase of case services. Performs other duties as assigned. |
