Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The Assistant District Administrator (ADA) performs assignments to assure the provision of quality VR services to eligible persons with disabilities. Performs specific assignments at the discretion of the District Administrator and may include through delegation of administrative authority of the District Administrator the following: assigns work, directs activities of all staff, approves/disapproves client service requests, countermands client service requests previously approved. The ADA manages the District Office in the absence of the District Administrator including all facets of leave approval and discipline. Gives direct supervision to the clerical staff and ID counselor of the District Office through formally presented performance evaluations. Review and reports to the District Administrator on employee effectiveness, activities and efficiency of case service as measured by their quantity, quality, timeliness and effective community rapport in provision of case services. Recommends to the District Administrator the caseload assignments in terms of geographical considerations, workload size, and specialty programs. Periodically reviews the personnel structure and recommends staff changes, as necessary, to maintain and increase organizational effectiveness in serving persons with disabilities. Ensures that the organization is enabling the various office components to interact and achieve predetermined goals in the most efficient manner. Provides for program development and program oversight by evaluating and recommending changes to OVR’s relationships with the various components of the service delivery system in the District. Functions as the liaison to the Social Security Administration Office. Reviews personnel procedures as they relate to the health and safety of employees and the maintenance of physical equipment. Reviews all client training programs sponsored or supervised by the District. Reviews services provided by SSA (SSDI and SSI) programs through case service audits and case conferences with the District’s Social Security Coordinator. Reviews actions and procedures carried out by office staff for compliance with the mandates of state and federal regulations. Directs case service activities through supervisors and supervisory units of counselor and clerical personnel. Compiles and/or interprets statistics, reports and case service records. Initiates programs and procedures necessary to maintain or improve upon a satisfactory level of operation. Carries out directives received from higher levels of management establishing new or different policies and procedures. Participates in other administrative, supervisory or special activities as necessary. Accesses and updates participant records using a web-based application. Approves all eligibility, order of selection, cost information, and closure information that has been entered into CWDS by trainees or interns. Assumes the secondary case manager role within CWDS as operationally necessary. Enters case notes into CWDS in a timely manner so they can be viewed/shared. Performs other assignments as required |

Independently performs all responsibilities with oversight by Rehabilitation Manager for adherence to agency regulations and procedures as well as progress toward District Office production goals and objectives.Participates in staff hiring decisions, counselor budget calculations and Independent Administrative Reviews with final approval or formal opinion by Rehabilitation Manager.Performs developmental case reviews for office staff, reviews work distribution, and advises D.O. manager of status; Rehabilitation manager provides direction or change in course of action, when needed. |
