Position exercises initiative and independent judgment to ensure the facility's QM/RM program meets Departmental, governmental auditing, and CMS standards. This position supervises professional, technical and other staff. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Position plans, organizes, and directs the work of an integrated interdisciplinary staff engaged in the ongoing monitoring and evaluation of the facility's comprehensive Quality Management and Risk Management program activities. Work involves interpreting Federal and State requirements. Develops and implements QM/RM operating structures, policies, procedures, evaluation studies and reports for the monitoring of practices and performance in the delivery of and accomplishment of non-clinical support activities to ensure the Center is in compliance with CMS regulations. Functions as a liaison with Department of Health activities, leads development of Plans of Correction. Assists Facility Director, Clinical Director and Program Director in the development of long-range policies, plans and goals for the Center and the residents. Provides direction for the risk management program, directs the review of reports about incidents, medication, and third party liability and the investigation of problems, complaints and inquiries to recommend appropriate corrective action. Conducts need assessments and develops goals and objectives for the facility's annual plan and budget requests to insure cost effective improvements in individual care. Consults with Facility Director, Division Directors, management, department heads and other clinical staff for clinical credential requirements and non-clinical practice issues affecting health care, treatment, habilitation and safety. Collaborates with the applicable management and administrative staff, monitors QI activities, in medical staff audits, pharmacy and therapeutic services, risk management, infection control, restraint review, medical records, safety, and individuals’ rights; evaluates consumer satisfaction information from the IM4Q and LIFE monitoring to ensure that facility services are responsive to individual wants, needs and desires. Initiates studies to analyze trends or patterns of unusual incidents, habilitative care, treatment interventions, practitioner performance, non-clinical support activities, community placements and other living area transitions to identify opportunities for improvement. Chairs or participates at meetings of appropriate professional clinical and non-clinical staff and committees including Board of Trustees, HRC, Executive Staff and Risk Management, others as assigned. Familiar with and meets all state, local and federal standards which govern the operations of the Center, specifically all standards associated with ICF/IID license. Performs other related duties as required. |
