Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Incumbent performs and provides supervision for field inspection of occupancy permit work in the District Office or within an assigned geographic portion of the district; independently or through technical. Subordinates, reviews plans of occupancy requests to determine location with respect to right-of-way, extent of damages, bonding required, and additional costs in contract price; ensures inspection of occupancy sites before and after completion in order to act on permit and to determine if applicable departmental specifications and other requirements have been met; reviews subordinate's inspection reports for completeness and accuracy. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides training, guidance and assistance to subordinates to ensure technical competency and acceptable performance; coordinates or performs supervisory work in processing and issuing occupancy permits by assigning work, training other inspectors as required, reviewing work for compliance with applicable departmental regulations, and resolving most difficult problems; visits county offices to inspect for proper issuance of permits and to review the work of employees engaged in occupancy site inspections. Ensures fees, keeping of required records and files, and the preparation of regular and special reports are completed Properly. Provides guidance to subordinates for the reviewing, processing, and permitting of incoming applications. Logs, tracks and routes right-of-way plans, traffic impact studies and general applications for internal reviewing or to external consulting engineers. Present the Department in a courteous and professional manner when dealing with applicants, contractors, and engineers through email and telephone interactions in providing explanation of processes and directions regarding the status of applications, permits, documents, etc. as well as with legislative staff when addressing and/or rectifying complaints from their constituency. Reviews RMIS data for the purpose of approving pavement restoration details for incoming applications and supplements. Supports and encourages all employees to participate in quality improvement efforts, recommending and implementing new initiatives, reorganizing and redesigning existing functions to eliminate unproductive, inefficient and redundant operations, and fostering a sense of ownership and pride in both group and individual work results. Recognizing that everyone is involved in the District’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, takes an active role in supporting the efforts of other employees to meet these objectives. Attends environmental training identified for this Working Title in the District’s SEMP Manual for Sound Environmental Practices. Follows and ensures compliance with proper attendance, call off and leave scheduling procedures; ensures start/stop times, breaks and meal periods are observed; and ensures effective use of work time. Takes a lead role in maintaining safe work environment for self and others by following proper safety procedures and use of protective equipment; creates and encourages employee awareness of work area conditions and initiates proactive accident/injury avoidance measures; reports all accidents/injuries immediately and seeks proper medical treatment to minimize risk of further injury. Performs other related duties as required. Efficient with computer-based systems, including, but not limited to, EPS, Microsoft Teams, and other Microsoft Office 365 applications. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate the contractor’s operations: · Immediately stop any unsafe actions. · Engage in an ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value: · Immediately stop any unsafe actions. · Incorporate safety into all discussions, deliberations, and decisions. · Continuously communicate the safety direction. · Inspire employees to be a MODEL for safety. · Encourage and support safety initiatives and programs by participating and involving your staff. · Recognize safety daily. · Acknowledge EXTRAORDINARY achievements. · Learn and improve through After Action Reviews (AARs). · Enforce accountability |
