Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for implementing the District Maintenance Environmental program known as the Strategic Environmental Management Program (SEMP) as well as secondary duties for managing Municipal Separate Storm Sewer System (MS4) Permit requirements, emergency management, and other regulatory compliance activities.

Description of Duties:

SEMP Responsibilities:
Manages, coordinates, and directs activities to fulfill the requirements identified for this title in the Department’s Strategic Environmental Program (SEMP) Development and Implementation Manual (Publication 752) and in the District's Strategic Environmental Management Program.

Under the direction the District Maintenance Services Executive, specific duties under the SEMP Manager Role include the following:

Maintains the Facility Specific Environmental Checklist (M-902) and the facility specific Environmental Checklist Record (M-903).
Participates in the third-party Environmental Compliance Audits.
Reviews notices of violations with District and County Management and report each NOV to the Roadway/SEMP Section. Issue corrective actions.
Provides guidance and training to District and County management on environmental issues and disseminate SEMP-related information.
Identify local ordinances that affect the District.

Reports to District and County management on environmental performance.
Provides required information for inclusion of annual management review with Bureau of Maintenance Operations Management.

Serves as the District Storage Tank Coordinator responsible for tank inspections, inventory, and maintenance.

MS-4 Responsibilities:

Provide MS-4 guidance, training, and oversight on erosion and sedimentation, Stormwater Control Measures (SCM) and Post Construction Storm Water Management (PCSM) utilizing the Maintenance Field Reference for Erosion and Sedimentation Controls (E&S), and Pub 888 Storm Water Control Measure Maintenance Manual.

Performs a variety of independent technical duties in the inspection of highway storm water/drainage structures, and post construction stormwater facilities. Fills out maintenance related stormwater/drainage, stormwater control measure, and structure inspection reports and forms.

Manages MS-4 review for construction projects completed by PennDOT or outside entities that proposing SCM’s and PCSM on or adjacent to maintenance facilities, including stockpiles and rest areas. Assists in review of E&S and PCSM Plans in the design stage of the project and make recommendations to ensure compliance with the Department MS4 Permit. Coordinates with contractor to ensure stormwater facilities are constructed according to plans and regulations and attends final acceptance meetings to ensure adherence to the PCSM plan.

Back up for obtaining permits, construction oversight, and completing inspection for pipe replacement and bridge maintenance permits.

Investigates and submits reports of illicit discharges as required under MS-4 as directed.

Districtwide Waste Management responsibilities:
Assists Counties in finding proper disposal sites for waste material generated by maintenance activities.
Activates the Statewide Environmental Remediation Contract in the event of a spill or release in maintenance facilities and at construction sites as needed. This activation may be rapid or regular response, depending on the circumstances.

Assists the District Maintenance Manager with the investigation of Customer Complaints as needed.

Performs Emergency Operations and Security Operations as follows:

Develops, updates, and communicates plans to maintain District 8-0’s “Essential Functions” in the event our main work facility or a portion of our work facility is rendered useless due to an unforeseen event (fire, vandalism, etc.) This plan is titled the Continuity of Operations Plan (COOP).

Develops, updates, and communicates plans to maintain the security of District 8-0’s main assets (buildings, critical bridges) at various federal threat levels pre-incident / pre-attack. This plan is titled the District Asset Security Handbook (DASH)

Facilitates the Government Emergency Telecommunications Service (GETS) program for District 8-0. This is a National Security and Emergency Preparedness service of the Federal Government.

Serves as Staff Member for the District Incident Command Center. Required to work shifts as designated when ICC is activated.

Attends environmental training designated for this Working Title.

SUCCESSION PLANNING:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

DEPARTMENT’S GREEN PLAN POLICY
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review.

FAIR LABOR STANDARDS ACT (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Incumbent responsible for:
1. Determining the time and locations of QA/QC inspections.
2. Determining how best to address any identified problems from either internal and/or external inspections/audits.
3. Determining when SEMP concerns should be elevated to management-level staff

Any determinations the incumbent deems necessary for supervisory-level attention are raised following established protocols. Work is reviewed by supervisor for overall program effectiveness.

Experience:

Essential Functions

 1. Stormwater Control Measure Inspection and ICS Training required within 12 months of hire; Class B or C Tank Operator within 60 days of hire.
