Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for conducting administrative audits and site reviews on agent and messenger services, including on-line messengers and on-line registration program participants, to ensure processes and procedures are being followed in compliance with the Vehicle Code, Department Regulations and appropriate contracts. This Central East region includes Chester and Berks counties. The audit program serves as a first line of defense in recognizing fraudulent activity for the Department. Work in this position is completed with considerable independence.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

This employee works within the Central East Pennsylvania geographic region which includes Berks and Chester counties to perform administrative audits and site reviews on agent and messenger services, including on-line messengers and on-line registration program participants, to ensure processes and procedures are being followed in compliance with the Vehicle Code, Department Regulations and appropriate contracts.

Conducts on-site audits and analyzes documents to identify fraudulent activity related to title and registration policies and procedures. Interprets and applies regulations from agent/messenger contracts to ensure all policies and procedures are being followed.

Perform a detailed review of all financial documents related to the titling and registering of motor vehicles to ensure that the correct titling and registration fees are being forwarded to the Department.

Analyzes audit data, procedures, policies, contracts, and agreements to formulate audit findings and recommendations and communicates to Section Manager. Recommends appropriate sanctions which may take place against contractors when violations are detected. Makes an on-site recommendation for immediate action if an agent has severe violations found during audit. This action requires management approval.

Identifies and recommends contractor's training needs.

Prepare audit reports; determine whether to issue sanctions or follow up actions, which may take place against contractors when violations are detected. Communicates findings and any sanctions/actions being taken to management.

Responsible for all written notifications related to audit findings, for this geographical location, such as warning letters, sanction letters and termination notices and ensuring letters are submitted for approval notifications in a timely manner.

Responsible for logging and tracking all audit findings and sanctions on the appropriate excel spreadsheet.

Prepares and issues various statistical reports and audit reports which include audit findings and recommendations and analysis report.

Identifies any alleged violations of Department procedures or processes or fraudulent activity related to title and registration policies and procedures. These violations may be detected through routine auditing procedures, complaints received, referral by law enforcement or other agencies or through other means. Reports violations or suspected fraudulent activity to Section Manager.

Makes recommendations for changes to policies, procedures and system requirements as an effective deterrent to fraud.

Attend Basic and Advanced Agent Service Training annually.

Establish and maintain effective working relationship with other state agencies, legislative offices and public and private sector organizations and individuals interested in and affected by the policies and activities of the Department.

As required, appears at Departmental hearings/meetings and court of law to testify in regard to agent/messenger violations of the Pennsylvania Vehicle Code, Department Regulations and/or contract provisions.

Handles authorized agents/dealer complaints related to titling and registering vehicles.

Assists with special projects in the Risk Management Office. Attend conferences, meetings, and seminars that deal with matters relevant to the Risk Management Office and Bureau of Motor Vehicles.

Comply with Driver and Vehicle Service's Customer Service Policy and Confidentiality Policy.

Responsible for the immediate escalation of egregious or urgent issues to manager.

Experience:

Employee must have the ability to gather, assemble, correlate and analyze facts and devise recommendations or solutions to issues related to administrative audits, initial site inspections, as well as titling and registering of vehicles.
