Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Through subordinate supervisors, prepares plans and estimates for a variety of work operations such as guide rail, signing, shoulder cutting, crack and joint sealing, and snow removal. Provides recommendations for allocation of equipment, manpower and materials to accomplish program goals and ensure customer satisfaction with business results. This work involves planning, scheduling, controlling all work including winter snow removal operations. Participates in coordinating work assignments and promotes effective communication. Works to improve labor and customer relations. Checks field work in progress and upon completion for policy, procedure, quality and plan conformance and prepares or approves performance records. Meets with Union representatives, employees, local groups, officials, and property owners to explain operations, resolve problems and foster cooperative working relationships. Initiates and supports efforts to develop and implement new or improved work methods and materials. Participates and encourages teams to work cooperatively and provide input to improve production and quality. Reviews complaint handling to ensure prompt and appropriate action. Participates in reviewing road conditions to increase effective priority work planning, determine project scope and promote effective use of resources. Actively markets the Agility program within an assigned region of a county by forging partnerships and negotiating work plans for appropriate work agreements. Actively engages informational forums that foster the growth of Agility through customer and partner outreach to improve the Department’s image in the assigned geographical region. Integrates Agility related efforts into all normal activities such as planning visits with potential partners during normal road surveys, or initiating customer interaction during work site inspections. Ensures subordinate foremen are sufficiently trained in all aspects of normal highway maintenance work and crew supervision to foster independent operation in all routine maintenance activities. Oversees the Department of Corrections Agility agreement Reviews subordinate reports and approves payrolls related to work performed in the assigned region. Inspects work in progress and upon completion for adherence to Department standards, regional practices, and the original intention and assignment of work to be performed. Reviews and alters scheduled work though review of SAP reports, original planning session notes, weather conditions, inventory analysis, equipment availability reports, period plans, weekly plans and related highway materials information. Provides continual monitoring and evaluation of the condition of all highways in the assigned region through periodic road condition inspections, complaint responses, and general discussions with supervisors, peers, and subordinates. Investigates highway-related complaints, ensures prompt and appropriate response is provided, and reviews and keeps road logs/records of conditions within assigned area to develop effective priority planning of work operations and estimates. Reviews the use of proper and appropriate work zone traffic control setups and takes the lead in maintaining a safe work environment for crews and the motoring public by ensuring subordinate foremen are following proper safety procedures and utilization of equipment. Creates and encourages awareness of work area conditions and initiates proactive accident and injury avoidance measures. Manages overall activities associated with personal injuries/accidents. Participates in evaluation of individual and group capabilities and alternate methods to meet operational needs through cooperative work agreements, contracting of services, increasing or improving skills training, maximizing use of specialized skills and equipment, and eliminating unnecessary or inefficient operations wherever possible. Manages, plans, and organizes county roads maintenance activities to fulfill the environmental management requirements identified in the Maintenance, MORIS, and Bridge Maintenance Manuals and designated for this title in the District’s Strategic Environmental Management Program (SEMP) Manual for Sound Environmental Practices. This management, planning, and organization of activities includes efforts to ensure that, within the fiscal constraints imposed through the Department’s budgetary processes, resources are made available to fulfill the District’s SEMP commitments and objectives. Receives new information for or revisions to the District’s SEMP Manual for Sound Environmental Practices from the District SEMP Process Owner, incorporates this information in each county and stockpile copy of the District’s SEMP Manual for Sound Environmental Practices, and implements the new or revised SEMP procedures, processes, or tools. Also fulfills the environmental management requirements designated for this title in environmental training programs. The sign crew reports to this Assistant. Implements the SEMP-related maintenance unit business plan objectives designated for this title. Supports the efforts of other managers and employees to implement the SEMP-related maintenance unit business plan objectives. Attends environmental training designated for this title in the District’s SEMP Manual for Sound Environmental Practices. ATTACHMENT A This position is heavily involved in outdoor activity and has periods of heavy exertion. Incumbents must have the following abilities: To work under a variety of adverse weather conditions such as extreme heat, cold, rain, wind, dust, or snow. To be able to work extended hours under adverse conditions in response to emergency conditions. To work in hazardous situations such as around moving heavy equipment, in and around traffic, at heights, on steep grades, and on ladders and uneven surfaces. Employee must be able to observe and react to hazard warnings, back-up alarms, flashing lights, voice commands, and hand signals. To perform manual laboring duties such as lifting and carrying up to 50 pounds, setting up and operating testing and measuring equipment, using hand tools such as hammers and pry bars, and taking and transporting materials samples. Work often requires stooping, kneeling, bending, stretching, and prolonged standing. Able to withstand exposure to chemical agents within manufacturer's safety data sheet (MSDS) limits while using recommended protective devices; exhaust gasses, fumes and lubricants in concentrations normally found in and around highway projects and equipment repair facilities; poisonous plants, animals and insects; and potential minor injuries such as bruises, scrapes, cuts, sprains, and strains. To wear all types of required protective gear such as hard hats, footgear, hearing and eye protection, gloves, and respirators. |
