Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is responsible for assisting the Special Services Manager, with the management and administration of the Branded Vehicle Title Program and Special Services activities. Directly responsible for all titling and registration activities associated with the Bureau of Motor Vehicles Non-Standard VIN Program, overseeing all short vin vehicles, specially constructed, and modified vehicle title work. Conducts vehicle inspections of these vehicles as necessary. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Manages the review and processing of all specially constructed, modified vehicles and vehicles with short vehicle identification numbers (VINs). Research vehicle manufacturers for compliance with federal National Highway Traffic Safety Administration (NHTSA) and state inspection standards to determine if vehicle can be titled in Pennsylvania. Provides recommendations and justifications for the creation or modification of policies and procedures specific to the Non-Standard VIN Program (Short VINs) as well as for the Branded Vehicle Title Program and other Special Services activities. Works with the Special Services Unit (SSU) to gather, review, and analyze the work processed and QC’d by the SSU staff to ensure accuracy and eliminate fraud. Collects, reviews, and analyzes all data pulled from all work processed or reviewed by SSU for fraud and irregular patterns. Prepares detailed and comprehensive reports of findings and recommends changes, or further audits to address concerns. Assists the Special Services Manager in implementing procedural or policy changes to address these findings. Conducts site visits to advise customers if a short VIN vehicle, specially constructed, or modified vehicle meets the safety specifications and requirements that must be met in order for the vehicle to be officially inspected. to meet NHTSA and inspection standards for titling. Assist other areas with Specialty Vehicles. Develops/updates a comprehensive desk manual that documents the branded vehicle title processes for the Special Services Unit. Provides training on branded title work and short VINs to BMV staff so job knowledge is consistent and thorough as it relates to the branded vehicle title program. Provides all administrative support for meetings and task forces related to Special Services. Has a thorough working knowledge and can effectively interpret motor vehicle laws, state and federal regulations, and Department policy and procedures as well as the Bureau's CARATS/MVDLS system, both orally and in writing, as it relates to the Unit’s work. Identifies customer needs and communicates relevant Motor Vehicle Code, Department Regulations, policies and procedures to the customer’s level of comprehension relating to the branded vehicle titling process. Works with other Divisions, Bureaus and law enforcement as needed to research, review and/or address applications that need further attention. Reports all fraudulent activity to the Risk Management Office. Prepares reports on program trends and program compliance for review by management. In addition, implements/updates the use of needed forms and reports for program operations. Provides information to the public, business partners, legislators and other interested parties, either in writing or thru speaking engagements, concerning all aspects of the Non-Standard VIN Program as well as all other Special Services activities. In addition to the above, this individual must have the ability to communicate effectively and express ideas clearly in oral, written and graphic form; ability to establish and maintain effective working relationships with co-workers, subordinates, facility operators, mechanics, government officials, private and public agencies and the general public; ability to develop and interpret rules, regulations, policies and procedures for co-workers, subordinates, partners, government officials, etc. SUCCESSION PLANNING: Employees: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Managers/Supervisors: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Performs other related duties as required by the Division Manager, Bureau Director and/or Deputy Secretary. |
